'L'autorité du Congrès étoit nécessaire. The substance of the passage alluded to, in the journal of Congress, May the 26th, 1784, is, 'That the authority of Congress to make requisitions of troops, during peace, is questioned; that such an authority would be dangerous, combined with the acknowledged one of emitting or of borrowing money; and that a few troops only, being wanted, to guard magazines and garrison the frontier posts, it would be more proper, at present, to recommend than to require.

The most singular circumstance, however, connected with impotency is, that for a long time there existed exclusively in France a particular kind of proof called The Judicial Congress. In the old jurisprudence of that country but little value was attached to moral proofs; all was made to depend upon material ones, which were made by witnesses. The whole enquiry after truth was made to depend upon the establishment of the fact, and, too frequently, the administrators of the law were not over-scrupulous as to the nature of the testimony by which it was to be proved. Provided there were such testimony, no matter of whatever kind, no matter how contradictory to common sense, justice pronounced itself satisfied, for, relying upon this testimony it was enabled to pronounce its decision, and this was all it required. Hence all those personal examinations of litigants, so often practised formerly, and hence the judge, whatever might be the nature of the suit or complaint, ordered a report to be made by parties chosen to that effect, and who were called experts or examiners. This mode of procedure was employed in cases in which a woman applied for a divorce from her husband on the ground of impotency: hence arose the Congrés, in which the justice of the application was to be proved in the presence of examiners appointed to give in a report upon the case to the court. The same idea is again met with in the words of Cornu in 1896: "The general tendency should be to show how the facts observed and the phenomena measured, though first brought together by empirical laws, end, by the impulse of successive progressions, in coming under the general laws of rational mechanics;" and the same physicist showed clearly that in his mind this connexion of phenomena with mechanics had a deep and philosophical reason, when, in the fine discourse pronounced by him at the opening ceremony of the Congrès de Physique in 1900, he exclaimed: "The mind of Descartes soars over modern physics, or rather, I should say, he is their luminary.

Among these may be specially mentioned here as of popular interest, and civic stimulus, the Congres de L'Art Public; the more since this also held an important Exhibition, to which many Continental cities sent instructive exhibits.

The house is large and handsome, with a fine staircase and large high rooms. The furniture of course was "ministerial" stiff and heavy gold-backed chairs and sofas standing in rows against the walls. There were some good pictures, among others the "Congres de Paris," which occupies a prominent place in one of the salons, and splendid tapestries.

Went down to Fatty Melchers today to make a violin, we cut a piece of wood the shape of a violin then take some horsehairs and strech them over a brige and you can play a tune on them. in school i learnt to play on a piece of india rubber. you pull a piece of elastic out of your congres boot and hold it in your teeth and pull it tite and snap it with your fingers and you can play tunes that you can hear but no one else can. old Francis saw me snapping the elastic and came and took it away. i have got plenty more in my boot. i am saving money to buy me a cornet. when i get enuf i am a going to play in the band. +++
