The Republican Party was grown fat with four and twenty years of power, and the fat had overlain and smothered its noble aims. The party was arrogant, it was corrupt, it was unashamed. After the War, immense projects involving huge sums of money had to be managed, and the Republicans spent like spendthrifts when they did not spend like embezzlers.

A part of the money raised by taxes and by bond sales was used for legitimate expenses and the rest went to pay forged warrants, excess warrants, and swollen mileage accounts, and to fill the pockets of embezzlers and thieves from one end of the South to the other. In Arkansas, for example, the auditor's clerk hire, which was $4000 in 1866, cost twenty-three times as much in 1873.

"But Theop has read every line in the papers for weeks, and he swears that no embezzlers are missing now." "Perhaps his crime is still concealed," I ventured. "That was just what Isaac Bolum thought," Tim answered. "But Henry Holmes says no missing criminal is likely to have a setter dog shipped to him. He says such a man might send for his clothes, but he would draw the line on dogs."

A closer examination of the clothes of those guardians and administrators of a lost estate at the bottom of the sea, those strange ship-owners, business men, captains, pursers, those fortune-seekers, money-seekers, embezzlers, adventurers, or whatever they might be, showed that they were filled with polyps, crustaceans, and all sorts of ocean worms, enjoying their stay there as long as something remained beneath their shredded garments except gnawed-off bones.

I have sat through a meal during which one or another of us furnished a microscopic description of the faces of Warren Hastings, Lord Clive, President Wilson, the present King and Queen of England, the late John W. Gates, Ignace Paderewski, and an odd dozen current murderers, embezzlers, divorce habitues, and candidates for political office.

Yes, if more men wuz like Deacon Garven the pages of the daily papers would fairly suffer for rapiners, embezzlers, wife whippers, etc. Wall, he wuz in his office when I tackled him. The hired girl asked me if I come for visitin' purposes or business, and I told her firmly, "business!" He is a tall, bony man, with eyes a sort of a steel gray, and thin lips ruther wide, and settin' close together.

Leaving out of account the class of disappearances such as embezzlers, blackmailers, and other criminals, there is still a large number of recorded cases where the subjects have dropped out of sight without apparent cause or reason and have left behind them untarnished reputations.

Not one of these sleuths in a black derby and false mustache you see in the movies, but a gentleman and a man of education. He's probably looking for that teller who cut a slice out of the surplus of a Massachusetts bank last week. It's not our trouble, Archie. Embezzlers and defaulters are not to my taste; we rather look down on that breed in the brotherhood.

Leaving out of account the class of disappearances for their own convenience embezzlers, blackmailers, and so forth there is still a large number of recorded cases where the subjects have dropped out of sight without apparent cause or reason and have left behind them untarnished reputations and solvent back accounts.

"It's better than it was," said Foster, "now that they've put the new postmaster in jail. They say he's bagged $75,000." "It's a good example of the way we treat embezzlers," cried Sam. "It ought to be a lesson to these Cubapinos. He'll be sent home to be tried. They ought to do that with every one caught robbing the mails in any way."
