The parliament of England had been dissolved; and the elections were managed in such a manner as to retain the legislative power in the hands of the tories; but the meeting of the new parliament was delayed by repeated prorogations to the tenth day of December; a delay partly owing to the queen's indisposition; and partly to the contests among her ministers.
It may easily be supposed that every other imaginable and unimaginable objection was raised, but to one and all Eads gave an answer that sounded conclusive. As usual he was willing to back up his ideas with money, and he had the most elaborate surveys made, and remarkable models prepared to show the working of the ship-railway. He preached this new crusade of science with his customary vigor.
Nature makes no difference and knows no distinction between the living and the dead. The warm and tender rays of the sun, and its blistering heat, fall alike upon the crying, innocent babe and the lifeless, unfeeling corpse. The sun does not shine to give us its necessary heat, without also bringing to light some new problem and pain for our over-troubled hearts to bear.
It has surrendered to their own guardianship the manhood of more than 5,000,000 people, and has opened to each one of them a career of freedom and usefulness. But it is alleged that it worked slowly and with difficulty, which is true, and hence it is thought that the distance would be at least a very great obstacle. But we have shown, that, practically, by the increased size of the conducting-wire, the new cable has been reduced in length four-fifths, and will work five times as fast as the old one.
In fact the new position demands an amount of special information, forethought, and a clear-cut, definite responsibility that they have never even approximated in the past, and which is amply sufficient to keep all of their best faculties and energies alive and fully occupied.
It is true that most of our new naval heroes have never ventured far from our coast, and all their naval laurels have been gathered under our land batteries; but the impulse is given to the national spirit, and our conscripts in the maritime departments prefer, to a man, the navy to the army, which was not formerly the case.
