A law was passed on the first of May, 1795, a short time after this letter was written, making it transportation to vilify the National Representation, either by words or writing; and if the offence were committed publicly, or among a certain number of people, it became capital.

Kossuth's speech struck a blow at these hopes by declaring that freedom for any part of the empire could be obtained only by working for the freedom of the whole; he swept aside for the moment those national and provincial jealousies which were the great strength of the Austrian despotism, and appealed to all the Liberals of the empire to unite against the system which was oppressing them all.

They would have been more or less than human had they not been stirred by zeal to repair the ravages which sacrilegious hands had wrought upon the national Sion, and eager, with that end, to seize upon the booty which the plunderer was to be made to disgorge.

All the means in the possession of the people must be given to the government which is entrusted with the public defence. In this State there are 236,000 blacks, and there are many in several other States. But there are few or none in the Northern States, and yet if the Northern States shall be of opinion, that our numbers are numberless, they may call forth every national resource.

Furthermore, as I pointed out last year, the pressing nature of this problem must not lead us to solutions outside the bounds of sound fiscal management. As in the case of other pressing problems, there must be an adequate plan of financing. To continue the drastically needed improvement in other national highway systems, I recommend the continuation of the Federal Aid Highway Program.

On the 7th of December, while this dubious and ardently contested election was depending, the President, for the last time, met the national legislature in the senate chamber. His address on the occasion was comprehensive, temperate, and dignified.

In an age which has abolished human slavery, broken the walls of China, which is bringing the yellow races into the labor and white light of civilization, which has made Germany a nation, and spanned a continent with the human voice so that Boston talks with San Francisco, is it too much to expect that it can bring the boon of an international civilization, abolishing national wars?

Reports on child labor published by the National Child Labor Committee only incidentally reveal the correlation of this evil with that of large families. Yet this is evident throughout. The investigators are more bent upon regarding child labor as a cause of illiteracy. But it is no less a consequence of irresponsibility in breeding.
