In August, 1866, Maximilian proposed to face the uprising of the republicans throughout the empire, as well as to guard against possible aggression on the part of the United States troops then watching events across the Rio Grande, by declaring a state of siege throughout the empire and by placing the whole executive power of each state in the hands of a French officer.

Henry Adams had, as he thought, suffered too much from Russell to admit any plea in his favor; but he came to doubt whether this admission really favored him. Not until long after Earl Russell's death was the question reopened. Russell had quitted office in 1866; he died in 1878; the biography was published in 1889.

All this portion of the hillock is subject to inundation after long and heavy rain, and as I saw it in the great flood of October, 1866, almost its whole surface seemed covered with an unbrokun sheet of rushing water.

But in a large view of history it is irrelevant, for beyond all doubt the settlements effected through the war of 1866 and 1870 were sound settlements and left the German nation and Europe in a healthier condition than that which preceded them. The unity of Germany was won by the blood of her people, who were and are rightly resolved to remain strong enough and ready to defend it, come what may.

But on the 3rd of February, 1866, a new island, which they named George Island, emerged from the midst of the sulphurous vapour near Nea Kamenni, and settled again the 6th of the same month. Seven days after, the 13th of February, the Island of Aphroessa appeared, leaving between Nea Kamenni and itself a canal ten yards broad.
