He declares that the inequality in power amongst the Apostles is a human invention, not founded on the Gospels; that in the Holy Eucharist the priest does not offer the sacrifice of Christ, but only the commemoration of that sacrifice; that the Church has no coercive power, that John Huss was wrongfully condemned at the Council of Constance; that the Holy Spirit was promised to the whole Church, and not only to bishops and priests; that the papacy is a fiction invented by men; and he states many other propositions which must have been somewhat distasteful to the Pope and his followers.

This notion of an ALL-ENVELOPING NOETIC UNITY in things is the sublimest achievement of intellectualist philosophy. Those who believe in the Absolute, as the all-knower is termed, usually say that they do so for coercive reasons, which clear thinkers cannot evade. The Absolute has far-reaching practical consequences, some of which I drew attention in my second lecture.

Young reverence for one who is also young is the most coercive of all: there is the same level of temptation, and the higher motive is believed in as a fuller force not suspected to be a mere residue from weary experience. But the coercion is often stronger on the one who takes the reverence. Those who trust us educate us.

In cases of murder, the next in blood is obliged to kill the murderer, or else he is looked on as infamous in the nation where he lives; and the weakness of the executive power is such, that there is no other way of punishment but by the revenger of blood, as the Scripture calls it; for there is no coercive power in any of their nations; their kings can do no more than to persuade.

Exaction followed exaction in increasing intensity and number. The history of coercive legislation can scarcely find a parallel to that of the British Parliament for the fifteen years following the fall of Quebec. Withal, no excuse was ever made for injustice done, no sympathy was ever expressed for suffering inflicted, but all communication conveyed the stern purpose to subdue.

But this very broad, generic term, LABOUR, admits, at least, of two or three specific descriptions: and these will suffice, at least, to let gentlemen discern a little the necessity of proceeding with caution in their coercive guidance of those whose existence depends upon the observance of still nicer distinctions and subdivisions than commonly they resort to in forming their judgments on this very enlarged part of economy.

If this mean that the old horror of a bold experimental novelty is still to be yielded to; that nothing in this so urgent affair is to be ventured but in a creeping inch-by-inch movement; that the reign of gross ignorance, with all its attendant vices, is to be allowed a very leisurely retreat, retaining its hold on a large portion of the present and following generations of the children, and therefore the adults; that their condition and fate shall be mainly left at the discretion of ignorant and often worthless parents; that there shall be no considerable positive exaction of local provision for the institution, or of attendance of those who should be benefited by it; that, in short, there shall not be a comprehensive application of the national power through its organ, the government, by authoritative, and, we must say, in some degree coercive measures, to abate as speedily as possible the national nuisance and calamity of such a state of the juvenile faculties and habits as we see glaring around us; and all this because homage is demanded to anticipated prejudices, selfishness of privilege, venerable institutions, pride of station, jealousy of the well-endowed, and the like: if this be what is meant, we may well ask whether these factitious prerogatives, that would thus interfere to render feeble, partial, and slow, any projected exertion to rescue the nation from barbarism, turpitude, and danger, be not themselves among the most noxious things in the land, and the most deserving to be extirpated.

That the State is but a committee for managing the common affairs of the capitalist class can neither be granted nor understood by the anarchists. Nor can it be comprehended that, when the capitalist class has no affairs of its own to manage, the coercive character of the State will gradually disappear. State ownership undermines and destroys the economic power of private capitalists.

In this case, the laws covering the infidelity of the wife should be extremely severe. They should make the penalty disgrace, rather than inflict painful or coercive sentences. France has witnessed the spectacle of women riding asses for the pretended crime of magic, and many an innocent woman has died of shame. In this may be found the secret of future marriage legislation.
