He will try to forge receipts, he will get up false evidence that he has already paid, and the wretched putwarrie needs all his native and acquired sharpness, to hold his own. But all ryots are not alike, and when the putwarrie gets hold of some unwary and ignorant bumpkin whom he can plunder, he does plunder him systematically.

Co-operation is not a new device. The ryots co-operate to drum out monkeys or birds that destroy their crops. They co-operate to use a common thrashing floor. I have found them co-operate to protect their cattle to the extent of their devoting the best land for the grazing of their cattle. And they have been found co-operating against a particular rapacious Mahajan.

These crowds of donkey-men seem inclined to be rather lawless, and scarcely a day passes lately but what this same eloquent argument has to be advanced in the interest of individual liberty. Fortunately the mere sight of a revolver in the hands of a Ferenghi has the magical effect of transforming the roughest and most overbearing gang of ryots into peaceful, retiring citizens.

He knows nearly all his ryots, and has a kind word for every one he passes; asks after their crops, their bullocks, or their land; rouses up the indolent; gives a cheerful nod to the industrious; orders this one to be brought in to settle his account, or that one to make greater haste with the preparation of his land, that he may not lose his moisture.

The combination of the bicycle, three Ferenghis, and, above all, two Ferenghi ladies, is an event that will form a red-letter mark in the history of Mijamid for generations of unborn Persian ryots to talk about and wonder over. The colonel produces a bottle of excellent Shiraz wine and a box of Russian cigarettes.

A human lamprey, sticking himself always at the thin and meager board of the poor, a vile parasite, but holy! The holy man directed his steps to the narrow beaten pathway which led to the temple, where, every morning, he performed certain rites which the poor benighted ryots believed would some day restore the ruined city and the prosperity which attends fat harvests.

The planters say, we have a grievance attributable to special circumstances arising out of our relations with our ryots; unless you give us a special remedy to meet our special grievance, we fall back on our general powers as landlords. Are we quite sure that in refusing the special remedy, we are consulting the interest of the weaker party, viz. the ryot? Of course, this is all general.

Attention to the matter is imperative, and planters would be wise in their own interests to devote a little time and trouble to disseminating sound ideas about the selection of breeding stock, and the principles of rearing and raising stock among their ryots and dependants. Every factory should be able to breed its own cattle, and supply its own requirements for plough and cart-bullocks.

Even as regards the specific recommendation which you have made, and which has much to justify it in my eyes because I would go great lengths in the direction of aiding the Ryots to improve their staple, if I could see my way to effect this object without doing more harm than good I must observe that there are questions which have to be very gravely and carefully examined before it can be acted upon.

The wretched ryots, in despair, are cutting and bringing away in boats sheaves of half-ripe rice. As they pass my boat I hear them bewailing their fate. It is easy to understand how heart-rending it must be for cultivators to have to cut down their rice on the very eve of its ripening, the only hope left them being that some of the ears may possibly have hardened into grain.
