Great exertions have been made to push forward these works with the utmost dispatch possible; but when their extent is considered, with the important purposes for which they are intended the defense of the whole coast, and, in consequence, of the whole interior and that they are to last for ages, it will be manifest that a well-digested plan, founded on military principles, connecting the whole together, combining security with economy, could not be prepared without repeated examinations of the most exposed and difficult parts, and that it would also take considerable time to collect the materials at the several points where they would be required.

Clear, well-digested perception and rational choices follow upon those primary creative impulses, and carry out their purpose systematically. At every stage in this development new and appropriate materials are offered for æsthetic contemplation.

Great bundles of manuscripts, verse or prose, which the recipient is expected to read, perhaps to recommend to a publisher, at any rate to express a well-digested and agreeably flavored opinion about; which opinion, nine times out of ten, disguise it as we may, has to be a bitter draught; every form of egotism, conceit, false sentiment, hunger for notoriety, and eagerness for display of anserine plumage before the admiring public; all these come in by mail or express, covered with postage-stamps of so much more cost than the value of the waste words they overlie, that one comes at last to groan and change color at the very sight of a package, and to dread the postman's knock as if it were that of the other visitor whose naked knuckles rap at every door.

Or shall I recount the hopes and fears of a sister; who has sometimes the temerity to think; who would be so unfashionable as to love her brother, not for the cut of his coat, not for the French or Italian phrases with which he might interlard his discourse, not for any recital of the delight which foreign ladies took in him and which he took in foreign ladies, not for a loud tongue and a prodigious lack of wit, not for any of the antics or impertinences which I have too frequently remarked in young men of fashion, but for something directly the reverse of all these: for well-digested principles, an ardent desire of truth, incessant struggles to shake off prejudices; for emanations of soul, bursts of thought, and flashes of genius.
