The society known as the International Working-Men's Association, by their General Council, issued an address, dated at London, protesting against it as a war of dynasties, denouncing Louis Napoleon as an enemy of the laboring classes, and declaring "the war-plot of July, 1870, but an amended edition of the coup d'etat of December, 1851." The address then testifies generally against war, saying,
Nay, more, we find in your papers, from thoughtful men, the admission of the rapid decline of anti-slavery sentiments in England. Witness the following: "The Rev. Mr. Maurice, Principal of the Working-Men's College, Great Ormond Street, delivered the first general lecture of the term on Saturday evening, and took for his subject the state of English feeling on the Slavery question.
There may be working-men willing to remain so for other working-men's sake, but I have never met any perhaps because the working-man never goes into society." The unfailing question of the Altrurian broke the silence which ensued: "Are there many of your working-men who are intelligent and agreeable of the type you mentioned a moment since?"
The bourgeois may do what he will and the police remain ever polite, adhering strictly to the law, but the proletarian is roughly, brutally treated; his poverty both casts the suspicion of every sort of crime upon him and cuts him off from legal redress against any caprice of the administrators of the law; for him, therefore, the protecting forms of the law do not exist, the police force their way into his house without further ceremony, arrest and abuse him; and only when a working-men's association, such as the miners, engages a Roberts, does it become evident how little the protective side of the law exists for the working-men, how frequently he has to bear all the burdens of the law without enjoying its benefits.
It was that the labour unions themselves would have to get hold of the instruments of production, and organize production themselves. The French idea of the Fourierist and Mutualist "Association" thus joined hands with Robert Owen's idea of "The Great Consolidated Trades' Union," which was extended now, so as to become an International Working-men's Association.
I feel sure there are working-men's sons who go through the world as gentlemen mixing with gentlemen, and never give the matter of their birth one moment's serious consideration. Their position never troubles them, and it never need trouble them. Put it to yourself, now, Le Breton.
. . . While I write, my heart is sore for a great calamity just befallen poor Rossetti, which I only heard of last night his wife, who had been, as an invalid, in the habit of taking laudanum, swallowed an overdose was found by the poor fellow on his return from the working-men's class in the evening, under the effects of it help was called in, the stomach-pump used; but she died in the night, about a week ago.
And the little stranger put his arm through Jimmie's "You come vit me, quick! I show you someting, tovarish!" They threaded the dark streets till they came to a row of working-men's hovels, made of logs, the cracks stuffed with mud and straw places in which an American farmer would not have thought it proper to keep his cattle.
If we cross the Irwell to Salford, we find on a peninsula formed by the river, a town of eighty thousand inhabitants, which, properly speaking, is one large working-men's quarter, penetrated by a single wide avenue. Salford, once more important than Manchester, was then the leading town of the surrounding district to which it still gives its name, Salford Hundred.
I bought cheap free-thought literature; to one or two papers of the kind I even contributed. I keep these effusions carefully locked up, for salutary self-humiliation at some future day, when I shall have grown conceited. Nay, I went further. I delivered lectures at working-men's clubs, lectures with violent titles.
