Right here lies the basis for all our political mistakes of the last few years. The revenge for Portsmouth came as such a terrible surprise, because, misled by common opinion, we believed the enemy to be breaking down under the weight of his armor and therefore incapable of conducting a new war and, in this way undervaluing our adversary, we neglected all necessary preparations.

Fox, who was sometimes believed to have a leaning towards Russia, from the accidental transactions of 1791, when charged with undervaluing the Austrian alliance in comparison, took immediate opportunity earnestly to disavow any such opinion, and declared that our friendship with Austria was the grand element of our European system.

I say, then, that before any man can concur in opinion with that learned gentleman before any man can think that the substance of His Majesty's answer is any other than the safety of the country required; before any man can be of opinion, that to the overtures made by the enemy, at such a time, and under such circumstances, it would have been safe to have returned an answer concurring in the negotiation he must come within one of the three following descriptions: he must either believe that the French revolution neither does now exhibit, nor has at any time exhibited, such circumstances of danger, arising out of the very nature of the system and the internal state and condition of France, as to leave to foreign Powers no adequate ground of security in negotiation; or, secondly, he must be of opinion, that the change which has recently taken place has given that security, which, in the former stages of the revolution, was wanting; or, thirdly, he must be one who, believing that the danger existed, not undervaluing its extent, nor mistaking its nature, nevertheless thinks, from his view of the present pressure on the country, from his view of its situation and its prospects, compared with the situation and prospects of its enemies, that we are, with our eyes open, bound to accept of inadequate security for everything that is valuable and sacred, rather than endure the pressure, or incur the risk, which would result from a farther prolongation of the contest.

How would he like it, if he happened to be a Turk himself, finding his nation thus implicitly undervalued? For clearly, in undervaluing the Byzantine resistance, he does undervalue the Mahometan assault. Advantages of local situation cannot eternally make good the deficiencies of man. The facit of history does not here correspond with the numerical items.

The undue elevation to which it was lifted in the apologetic literature of the eighteenth century, when it was almost made out as if there was no other proof that Jesus came from God than that He wrought miracles, has naturally led, in this generation and in the last one, to an equally exaggerated undervaluing of its worth.

Now nobody that knows me, and the trend of my preaching, will charge me with undervaluing either of these things, but these do not exhaust the function of the Church in the world, nor the duty of the Church to society. We have to learn from the metaphor in the parable.

And some of the soldiers resented it, as an undervaluing of them; but the greater number saw the true cause, and pitied it, and thought it rather a reason why they on their side should treat their general with more respect and obedience than ordinary.

Without undervaluing other writers of Comedy, I think it may be said that Menander and Moliere stand alone specially as comic poets of the feelings and the idea. In each of them there is a conception of the Comic that refines even to pain, as in the Menedemus of the Heautontimorumenus, and in the Misanthrope. Menander and Moliere have given the principal types to Comedy hitherto.

To persons much your superiors, or gentlemen whom you do not know intimately, there is but one species of appropriate present game. If you make a present, and it is praised by the receiver, you should not yourself commence undervaluing it. If one is offered to you, always accept it; and however small it may be, receive it with civil and expressed thanks, without any kind of affectation.

We do not think that the Archduke will attack Julich this year, but rather fear for Mulheim and Aix-la-Chapelle." But the Secretary of State, thus acknowledging the peril, chose to be blind to its extent, while at the same time undervaluing the powers by which it might be resisted. "To oppose the violence of the enemy," he said, "if he does resort to violence, is entirely impossible.
