The activities of the Covenant-breakers, and particularly of Mírzá Muḥammad-‘Alí, now jubilant and full of hope, rose in this hour of extreme crisis, to the highest pitch. Visits, interviews and entertainments multiplied, in an atmosphere of fervid expectation, now that the victory was seen to be at hand.
Faithless brother Hussein, already abased through dishonorable conduct over period of years followed by association with Covenant-breakers in Holy Land and efforts to undermine Guardian’s position, recently further demeaned himself through marriage under obscure circumstances with lowborn Christian girl in Europe.

The long-drawn out negotiations with the shrewd and calculating owner of the building-site of the holy Edifice, who, under the influence of the Covenant-breakers, refused for a long time to sell; the exorbitant price at first demanded for the opening of a road leading to that site and indispensable to the work of construction; the interminable objections raised by officials, high and low, whose easily aroused suspicions had to be allayed by repeated explanations and assurances given by ‘Abdu’l-Bahá Himself; the dangerous situation created by the monstrous accusations brought by Mírzá Muḥammad-‘Alí and his associates regarding the character and purpose of that building; the delays and complications caused by ‘Abdu’l-Bahá’s prolonged and enforced absence from Haifa, and His consequent inability to supervise in person the vast undertaking He had initiated—all these were among the principal obstacles which He, at so critical a period in His ministry, had to face and surmount ere He could execute in its entirety the Plan, the outline of which Bahá’u’lláh had communicated to Him on the occasion of one of His visits to Mt.
Are we not covenant-breakers? Do we not make the times perilous by our falsifying of our oath and covenant with God? In our covenant we swear to six things. "That we will endeavour to be humbled for our own sins, and for the sins of the kingdom:" But where shall we find a mourner in England for his own abominations, and for the abominations that are committed in the midst of us?
Tirelessly coursing the earth in promotion of Shoghi Effendi’s Plan, coming together in annual conclaves to provide encouragement and information, inspiring the endeavours of their newly created deputies, and fending off the efforts of a new band of Covenant-breakers to undermine the unity of the Faith, this small company of grief-stricken men and women succeeded in ensuring that the Crusade’s ambitious objectives were attained in the time required and that the necessary foundation was in place for the erection of the Administrative Order’s crowning unit.
