While the United States was arming and equipping its millions to send across the sea to destroy the kaiser and German militarism, these enemy undersea craft were crossing the Atlantic determined to reap a rich harvest upon American, allied and neutral shipping off the American coast. And the blow was to be delivered without warning almost.
When the submarines first began their attacks upon British war-ships and merchant vessels the admiralty was faced by a state of affairs which had been dealt with more or less in the abstract, the only practical lessons at hand being those of the Russo-Japanese War, which conflict, as a matter of fact, left rather an unbalanced showing so far as the undersea boat and the surface craft were concerned; in other words, the submersible had by all odds the advantage.

The Memorandum concluded as follows: "I should add that my Government is impressed with the reasonableness of the argument that a merchant vessel carrying an armament of any sort, in view of the character of submarine warfare and the defensive weakness of undersea craft, should be held to be an auxiliary cruiser and so treated by a neutral as well as by a belligerent Government, and is seriously considering instructing its officials accordingly."
Obviously, the first method of handling the submarine problem would be to bottle the German undersea craft in their bases. There has been a number of proposals as to how best to accomplish this.
