You say, that the people of the North would not think it "neighborly and friendly" if "the people of the slave states were to form societies, subsidize presses, make large pecuniary contributions, &c. to burn the beautiful capitals, destroy the productive manufactories, and sink the gallant ships of the northern states." Indeed, they would not!
If it were proposed that the city should subsidize a theatre a which the idle players could get employment in producing good plays at a moderate cost to the people, the notion would not be considered more ridiculous than that of founding municipal works for the different sorts of idle workers; and it would not be thought half so nefarious, for the proposition to give work by the collectivity is supposed to be in contravention of the sacred principle of monopolistic competition so dear to the American economist, and it would be denounced as an approximation to the surrender of the city to anarchism and destruction by dynamite.
In a recent memoir submitted to the Premiers of our various Provinces the social welfare of the immigrants was one of the topics to which particular attention was given. We can see that the Government will be ready to subsidize social work in Immigration, provided there is no over-lapping. There will be subsidies for our work, if we are organized and ask for them.
Why subsidize a "National News" with a large board of directors "of all creeds or causes" to print a paper full of facts "regardless of what is injured, the Steel Trust or the I. W. W., the Standard Oil Company or the Socialist Party?" If the trouble is Big Business, that is, the Steel Trust, Standard Oil and the like, why not urge everybody to read I. W. W. or Socialist papers? Mr.
Remember, you have induced or forced the Indian mother to give up her five and six year old children on your promise to civilize, educate, Christianize but not subsidize or commercialize them! Some of the reservations are oversupplied with schools, while others, notably the Navajo, have almost none. In the former case, the Indian parents are kept in an anxious state and often very unhappy.
Will the Scotch and Welsh consent to contribute towards the government of Ireland; or will they demand that they shall be treated like Ireland, and leave the people of England to pay all Imperial services and to subsidize Ireland, Scotland and Wales?
Yet, as I have said, there is one force making for terrorism that throws a confusing light on the whole series of tragedies. Why should the governments of Europe subsidize anarchy? The plan to have the Government subsidize the canal by vesting in the State of New York four million acres of Michigan land brought out a protest from the West which is notable not so much because it records the opposition of this section as because it illustrates the shortsightedness of most of the arguments raised against the New York enterprise.
