Sir: My attention has been called to the official order issued by Chief of Police Devery in which he directs his subordinates to disregard the Chief of the State Election Bureau, John McCullagh, and his deputies.
He devoted himself, inter alia, to optical work, and is perhaps best known by those researches which deal with the undulatory theory of light. James McCullagh, the son of a poor farmer, was born in Tyrone in 1809, d. 1847.
"And what's more, you'll not make any speech. D'ye see?" "But but " gasped the boy. And McCullagh shook his finger so that it almost hit Samuel's nose. "You'll not make any speech! You'll not make it on the street, and you'll not make it anywheres else in town! And you might as well get that through your nut and save yourself trouble.
John Bigelow, who had retired from the New York Evening Post, was Minister to France. Halstead was coming on, but, except as a correspondent, Whitelaw Reid had not "arrived." The like was true of "Joe" McCullagh, who, in the same character, divided the newspaper reading attention of the country with George Alfred Townsend and Donn Piatt.
A minute or two later "the chief" strode in. McCullagh was his name and he was huge and burly, with a red face and a protruding jaw. He went at Samuel as if he meant to strike him. "What's this you're givin' us?" he cried. "Why why " stammered Samuel, in alarm. "You're tryin' to tell me that girl came from Lockman's?" roared the chief. "Yes, sir!" "And you expect me to believe that?"
They knew what they were facing at this moment; not only Chief McCullagh with his policemen and their clubs; not only the subsidized "Express" with its falsehoods and ridicule: but all the political and business power of the Hickmans and Wygants. They were facing arrest and imprisonment, humiliation and disgrace perhaps ruin and starvation. Only in this way could they reach the ears of the people.
McCullagh and Nixon arrived with the earliest from Chicago. The lesser lights of the guild were innumerable. One might have mistaken it for an annual meeting of the Associated Press. The convention assembled. It was in Cincinnati's great Music Hall. Schurz presided. Who that was there will ever forget his opening words: "This is moving day."
Vest and Cockrell, were forced into the anti-Francis movement under threat of defeat by the men who had identified themselves with the popular feeling for their own purposes. The late Mr. McCullagh of the Globe-Democrat, told me, when Vest became a silver champion that it was because he had to do so to retain his seat, and that Mr. McCullagh was a friend and extravagant admirer of Mr.
I knew them the Why-os, the worst cutthroats in the city, charged with a dozen murders, and robberies without end. A human life was to them, in the mood they were in, worth as much as the dirt under their feet, no more. At that instant, not six feet behind their backs, Captain McCullagh the same who afterward became Chief turned the corner with his precinct detective.
"I called a meeting to tell the congregation about it, but I was refused a permit to speak. Chief of Police McCullagh declared to me that I should never make my speech in this town. "Will you stand by me? "I intend to speak on Wednesday night, at 8 P.M., at the vacant lot opposite the church. "In the name of Free Speech and Civic Decency, "How's that?" he asked.
