This is not a cause for sadness, but an incentive to take the best of what remains of life, though at times chills and other ills, including doctors, drugs, and income-tax, do their best to depress the survivor.

A gentleman from the Inland Revenue Office called upon me, and in a most courteous manner drew my attention to the fact that I had not, in my income-tax returns, included the profit I had received from this book. It had taken the department just nineteen years to discover the existence of this precious volume.

He pictures it perhaps as the Government, perhaps simply as the income-tax collector, perhaps as the miscellaneous millions living in the United Kingdom. If he discusses its well-being, its success or its failure, he does so under the reserve that all this is a shorthand for the well-being of great numbers of men and women.

Practically the whole of England's standing army was abroad and decimated by battle and disease. At home, politics had England by the throat; the income-tax was on a Napoleonic scale and men were more bent on worsting one another than on equipping armies. They had had enough of war. India was isolated, at the rebels' mercy, so it seemed.

King Svein's first act was to levy a terribly increased Income-Tax for the payment of his army. Svein was levying it with a stronghanded diligence, but had not yet done levying it, when, at Gainsborough one night, he suddenly died; smitten dead, once used to be said, by St. Edmund, whilom murdered King of the East Angles; who could not bear to see his shrine and monastery of St.

Not long afterwards the Supreme Court declared the income-tax clauses unconstitutional. Since the tariff bill did not produce the expected revenue, the government was obliged to face an ominous deficit. The President, however, by his courage and honesty, upheld the national credit despite attacks from his own party. His foreign policy, save in one instance, was conservative.

On the other side of the account one sees the probable revenue diminish to an almost similar extent, having regard to the effect of reductions in the rate of tax and the depression in trade, with a lower scale of profits, brought about by a lower price level, entering into the income-tax average.

Its past and now invisible lives will influence its desires more powerfully than anything it may itself be able to add to the sum of its likes and dislikes; nevertheless, over and above preconceived opinion and the habits to which all are slaves, there is a small salary, or, as it were, agency commission, which each may have for himself, and spend according to his fancy; from this, indeed, income-tax must be deducted; still there remains a little margin of individual taste, and here, high up on this narrow, inaccessible ledge of our souls, from year to year a breed of not unprolific variations build where reason cannot reach them to despoil them; for de gustibus non est disputandum.

The franchise varied in slight details from province to province, but generally speaking was based on a property qualification measured by payment of land revenue or of income-tax or of municipal rates. Military service counted as a special qualification.

Mr John Eames of the Income-tax Office, had in these days risen so high in the world that people in the west-end of town, and very respectable people too, people living in South Kensington, in neighbourhoods not far from Belgravia, and in very handsome houses round Bayswater, were glad to ask him out to dinner. Money had been left to him by an earl, and rumour had of course magnified that money.
