In former messages I have, among other things, respectfully recommended to the consideration of Congress the propriety and necessity of further legislation for the protection and punishment of foreign consuls residing in the United States; to revive, with certain modifications, the act of 10th March, 1838, to restrain unlawful military expeditions against the inhabitants of conterminous states or territories; for the preservation and protection from mutilation or theft of the papers, records, and archives of the nation; for authorizing the surplus revenue to be applied to the payment of the public debt in advance of the time when it will become due; for the establishment of land offices for the sale of the public lands in California and the Territory of Oregon; for the construction of a road from the Mississippi Valley to the Pacific Ocean; for the establishment of a bureau of agriculture for the promotion of that interest, perhaps the most important in the country; for the prevention of frauds upon the Government in applications for pensions and bounty lands; for the establishment of a uniform fee bill, prescribing a specific compensation for every service required of clerks, district attorneys, and marshals; for authorizing an additional regiment of mounted men for the defense of our frontiers against the Indians and for fulfilling our treaty stipulations with Mexico to defend her citizens against the Indians "with equal diligence and energy as our own;" for determining the relative rank between the naval and civil officers in our public ships and between the officers of the Army and Navy in the various grades of each; for reorganizing the naval establishment by fixing the number of officers in each grade, and providing for a retired list upon reduced pay of those unfit for active duty; for prescribing and regulating punishments in the Navy; for the appointment of a commission to revise the public statutes of the United States by arranging them in order, supplying deficiencies, correcting incongruities, simplifying their language, and reporting them to Congress for its final action; and for the establishment of a commission to adjudicate and settle private claims against the United States.

I therefore recommend the appointment of a commission, to act jointly with one that may be appointed on the part of Great Britain, to determine the line between our Territory of Alaska and the conterminous possessions of Great Britain.

The Church of Christ is not conterminous with any earthly or visible organization; it is long as the ages, wide as the poles, broad as the charity of God; it includes all in heaven and on earth who hold the Head. The only condition of membership in that Church is simple faith in Christ. And the only method of severance from that Church is through the severance of the soul's trust in Christ.

But we have to believe, rising to the full height of the Christian conception of the nature and person of Christ, that when He was here on earth the divine that dwelt in Him so informed and inspired the human as that the love of His man's heart was able to grasp the whole, and to separate the individuals who should make up the race till the end of time; so as that you and I, looking back over all the centuries, and asking ourselves what is the length of the love of Christ, can say, 'It stretches over all the years, and it reached then, as it reaches now, to touch me, upon whom the ends of the earth have come. Its length is conterminous with the duration of humanity here or yonder.

Nigeria was conterminous with the Cameroons, and she knew the Germans well enough to anticipate trouble. The cost of articles, too, she realised, would go up, and as she had little food in the house she at once sent to the market for supplies. Already prices were doubled. Her kerosene oil gave out, and she had to resort to lighted firewood to read at prayers.

And for us Christian men there is neither peace nor nobleness in our lives, except in the measure in which the will of Jesus Christ and our wills are accurately conterminous and identical. Wheresoever the two coincide, there is strength for us; wheresoever they diverge, there are weakness and certain ruin.

No passage has ever been adduced from the remains of Roman law which, in my judgment, proves the jurisconsults to have believed natural law to have obligatory force between independent commonwealths; and we cannot but see that to citizens of the Roman empire who regarded their sovereign's dominions as conterminous with civilisation, the equal subjection of states to the Law of Nature, if contemplated at all, must have seemed at most an extreme result of curious speculation.
