There was a more formidable conflict of interests between Bulgaria and Greece. These two nationalities are conterminous over a very wide extent of territory, stretching from the Black Sea on the east to the inland Lake of Okhrida on the west, and there is at no point a sharp dividing line between them.
The parishes were established at an early date for ecclesiastical purposes, and their extent was defined wherever necessary by the council at Quebec. They were practically territorial divisions for the administration of local affairs, and were conterminous, whenever practicable, with the seigniory.

The necessity for a compact upon that subject between the two Governments, whose territories, being conterminous, afford great facilities for wrongdoers in the one to screen themselves from punishment by seeking refuge in the other, would at all times be obvious, but at the present juncture may be considered as urgent.
Does Germany seek lasting peace? Not in this way can it be had. A painful exaction, enforced by triumphant arms, must create a sentiment of hostility in France, suppressed for a season, but ready at a propitious moment to break forth in violence; so that between the two conterminous nations there will be nothing better than a peace where each sleeps on its arms, which is but an Armed Peace.
Is there not hope for democracy if in the places of its greatest strain and stress, in the midst of its fiercest passions, there is a deliberate, affectionate, intelligent striving toward cities that have been revealed not in apocalyptic vision but in the long-studied plans of terrestrial architects and engineers and altruistic souls, such as that of Jane Addams, cities that to such amphionic music shall out of the shards of the past build themselves silently, impregnably if not in a diviner clime, at any rate in a diviner spirit on shores and slopes and plains of that broad valley of the new democracy, conterminous in its mountain boundaries with New France in America?
