On the 5th of November Nelson returned to Naples. "I am, I fear, drawn into a promise that Naples Bay shall never be left without an English man-of-war. I never intended leaving the coast of Naples without one; but if I had, who could resist the request of such a queen?" He could ground much upon the Admiralty's orders, given when he was first sent into the Mediterranean, to protect the Kingdom of the Two Sicilies, and he had understood that the Emperor also would give his aid, if Naples attacked. This impression received strength from an Austrian general, Mack, then of high reputation, but afterwards better known by his surrender to Napoleon at Ulm, in 1805, being sent to command the Neapolitan army. Sir William Hamilton, however, writing on the 26th of October, was more accurate in saying that the Emperor only advised the King "to act openly against the French at Malta, as he would certainly support him;" for, Naples having a feudal claim upon the island, action there could be represented as merely resistance to aggression. In consequence of this misunderstanding, great confusion ensued in the royal councils when a courier from Vienna brought word, on the 13th of November, that that Court wished it left to the French to begin hostilities; otherwise, it would give no assurance of help. Nelson was now formally one of the Council which deliberated upon military operations. In virtue of this position he spoke out, roughly enough. "I ventured to tell their Majesties that one of the following things must happen to the King, and he had his choice, 'Either to advance, trusting to God for his blessing on a just cause, to die with l'épée

Luckily, I could afford by the arrangement I had made with the Turkish Government to be in the Admiralty's bad books, and even the frowns of the English Ambassador did not affect me a bit. I believe they called me 'adventurer, 'artful dodger, &c., but it must be remembered that I was in every way as much entitled to this position as the Admiralty 'pet, whoever he may have been.

This, however, remained an unsolved press controversy in face of the British admiralty's silence. The American Government gave no indication that it took cognizance of the charge, or that the British admiralty had privately enlightened it as to whether it had any real basis. Hence Germany's report officially stood unquestioned.

In the evening they left us, after spending the greater part of the day on board, with their canoe towing astern. I found the native names of at least three of the islands to differ from those given in the Admiralty's chart of Torres Strait from the Fly's survey. These names were obtained under circumstances which obviated the possibility of mistake.

Austria's demand for a "bill of particulars" was aptly expressed in this hostile view of the American note. The United States declined to accede to the request, which was viewed as a resort to the evasive methods practiced by Germany, but rested its case on the Austrian admiralty's self-condemning admission that the Ancona was sunk while people were still on board her.

Although privately censuring Palliser's conduct, the Commander-in-Chief made no official complaint, and it was not until the matter got into the papers, through the talk of the fleet, that the difficulty began which resulted in the trial of both officers, early in the following year. After this, Keppel, being dissatisfied with the Admiralty's treatment, intimated his wish to give up the command.

The memoranda sent at Sir Robert Borden's request in January 1913, emphasizing the difficulty of building battleships in Canada which was not proposed by the Opposition and the difficulty of helping to man the two Canadian fleet units though at the same time men were declared to be available for as many as five Dreadnoughts, if contributed were preceded by pressure on the Malay States to contribute a battleship, and were followed by Mr Churchill's announcement of his intention to establish at Gibraltar an Imperial Squadron composed of Dominion ships, under the Admiralty's control.

The first American ship to be struck by a torpedo in the war zone established by the German admiralty's proclamation of February 5, 1915, was the Gulflight. This tank steamer was hit by a torpedo fired by a German submarine off the Scilly Islands, on the 1st of May, 1915.

The Admiralty's favoritism toward the Cunard associates aroused a protest from the unsuccessful bidders for the subsidy, and at length the Great Western Company, whose bid had been the lowest, caused a Parliamentary inquiry to be made into the transaction.

Later in the same day that Nelson received Gore's letter, the Admiralty's orders arrived, sent, as despatches too often were, by a vessel so small and slow that it would seem they counted upon her insignificance to elude an enemy's notice.
