I open the Minutes of the Committee of Council on Education for the years 1848-50, presented to both Houses of Parliament by command of Her Majesty, and I find one of Her Majesty’s Inspectors of Schools, at p. 467 of the second volume, dividing “the topics usually embraced in the better class of primary schools” into four:—the knowledge of signs, as reading and writing; of facts, as geography and astronomy; of relations and laws, as mathematics; and lastly sentiment, such as poetry and music.

Sometimes in difficult cases the government left the decision to the people, as first, when Caere sued for peace, after the people had declared war against it but before war had actually begun ; and at a subsequent period, when the senate hesitated to reject unceremoniously the humble entreaty of the Samnites for peace .
