No one expressed a wish to turn out the Ministers. March 19. It seems that in the House of Commons Huskisson made a friendly speech, finding he can do no harm, and Lord Althorp a very friendly one. In short, everybody seems to be of opinion that the worst thing that could be done would be to turn out the Government. Peel says, and so does Herries, that the House is in favour of an income tax.

On another day Lord Althorp declared his intention of pressing through Parliament a Jury Bill, which had been brought into the House the previous session, but which was allowed to drop in the House of Lords.
He reminds us, moreover, that when Lord Randolph was denounced as a "rebel in the skin of a Tory," the latter "was able to cite the authority of Lord Althorp, Sir Robert Peel, Mr. To this distinguished catalogue of authorities an Ulster apologist might have added the name of the Chief Secretary for Ireland in Mr.
On returning to London after a visit to the Spensers at Althorp in January, 1779, he was struck down by a fatal attack of his old malady, the gout, and died at the age of sixty-three. He was buried in Westminster Abbey with ceremonies as imposing as ever graced the funeral of a great man.
On the very evening of September 22 the bill was carried to the Lords, and Lords Althorp and Russell, with one hundred other members of the Commons, entered the Upper House with their message. The Lord Chancellor Brougham advanced to the bar with the usual formalities, and received the bill from the hands of Lord John Russell.
The charge that such a request was unconstitutional only serves to show how loosely the words "constitution" and "unconstitutional" are often used even by those from whom precision of language might most be expected; for Sir Robert Peel's proposal that the House should retract its vote was not unprecedented, the very same demand having been made in 1833 by Lord Althorp, then Chancellor of the Exchequer of Lord Grey's ministry, of which those very men were members who were now loudest in denouncing the conduct of the present government.
But Lord Grey and Lord Althorp read the signs of the times, and saw clearly enough that if the House of Lords were allowed to stand much longer in the way of the Reform Bill the result would be probably a political revolution which would abolish the House of Lords altogether.
In fact, the savings recommended by the committee were so trifling that it was thought better to waive the question for the time, and the first economical essay of the new régime ended in failure. The budget introduced by Althorp soon after the meeting of parliament on February 3, 1831, and in anticipation of the reform bill, was equally unsuccessful as a specimen of whig finance.
There were more than three hundred new members in the House of Commons. Lord Althorp led the Whigs, who were largely in the majority and the Tories constituted a compact minority under the skillful leadership of Sir Robert Peel, while the Irish members who were hostile to the ministry followed O'Connell. On the 5th of February the king attended and delivered the speech from the throne in person.
