United States or Marshall Islands ? Vote for the TOP Country of the Week !

It is not unusual in our history that the majority of the Congress represents a party in opposition to the President's party. I am the twentieth President of the United States who, at some time during his term of office, has found his own party to be in the minority in one or both Houses of Congress. The first one was George Washington. Wilson was number eighteen, and Hoover was number nineteen.

As the country became more settled, the Lady of Avenel would have willingly returned to her husband's mansion. But that was no longer in her power. It was a reign of minority, when the strongest had the best right, and when acts of usurpation were frequent amongst those who had much power and little conscience.

That they meant this majority rule this government by the many, instead of the few this rule of the People, as against any possible minority rule, by, or through, oligarchs or aristocrats, is susceptible of proof in other ways.

There never was a dispute between mortals where both sides hadn't a bit of right. I admit that the margin is narrow, but if it's made of good rock it's sufficient to give us a foothold. We've got to settle once for all the question whether in a free Government the minority have a right to break up the Government whenever they choose.

"This National Labour Exchange," says the Minority Report, "though in itself no adequate remedy, is the foundation of all our proposals. It is, in our view, an indispensable condition of any real reform."

I shall take Young's Night Thoughts, and Hervey's Meditations among the Tombs, and a volume or two of sermons, to read on the way, and get my mind attuned to the atmosphere of the place. My jokes there will be solemn and elaborate offerings, prompted solely by a humane sense of necessity. But, Jane, you are in a minority of one. Clarice has confidence in me: you ask her.

Not merely in the Border States did this class rule but in the Gulf States it held a respectable minority until the shot fired upon Sumter drew the call for troops from Lincoln. The Secession leaders, who had staked their all upon the hazard, knew that to save their movement from collapse it was necessary that blood be sprinkled in the faces of the people.

The Vonckist minority was strongly encouraged and the rest of the people saw in the event merely a victory of liberty against autocracy. Van der Noot had taken refuge in Breda, whence he had undertaken several journeys to secure the support of the Triple Alliance.

If the predominant party were agreed as to its leader there would not be much difference at the beginning of an administration. But if the party were not agreed on its leader the necessity of the case would ensure that the chief forced on the minority by the majority would be an exceedingly capable man; where the judgment of the sovereign intervenes there is no such security.

James's Street with their palaces, down to the Free-and-easy which meets in the shabby parlour of a village inn. Is there a single one of these combinations to which Mr. Gladstone's argument will not apply as well as to the State? In all these combinations, in the Bank of England, for example, or in the Athenaeum club, the will and agency of the society are one, and bind the dissentient minority.
