They talk glibly of exhausting them as though their own resources were inexhaustible. They do well perhaps to make light of the Zeppelins, but they pay far too little attention to the submarines, and seem not to realize the magnitude of the losses which these weapons have inflicted on our merchant shipping, nor to have calculated how long it can hold out at the present rate of destruction.

Such disasters would undoubtedly throw the aerial fleet into confusion, and possibly might interfere with the tactical developments of its own friends upon the water below. The shells hurled from the Zeppelins would probably inflict but little damage upon the warships beneath.
But the menace of the Zeppelins, which had earlier stirred indignation in breasts unmoved by dangers at the front, had been met when on 2 and 23 September, 1 October, and 27 November successive raiders were destroyed with all their crews by incendiary bullets from aeroplanes; and the Zeppelin had ceased to worry the public mind.
Two women in Southend, England, met death on May 27, 1915, when Zeppelins visited that city. A child was badly injured. The lighting plant and several industrial establishments suffered damage. Repeated attacks on Southend had resulted in the installation of searchlights and the detailing of more aviators to guard its citizens.
Francis Joseph was succeeded by his grandnephew, Archduke Charles Francis Joseph, of whose personality little was known outside Austria. Several German Zeppelins were brought to earth on English soil during the progress of aerial raids in September and November, 1916.
After these air raids on Great Britain there was a lull in such activities, but it was realized by the English that with the opening of spring these attacks probably would be carried on with greater vigor and determination, as there would be an increased number both of Zeppelins and Schütte-Lanz airships.

During the period of mobilisation a further 450 machines were added to the fleet, drawn for the most part from private owners. So far as the dirigibles were concerned 14 Zeppelins were ready for duty, while others were under construction or undergoing overhaul and repair.
