The Uitlander seems to have expected something very different from all that. I do not know why. Nothing different from it was rationally to be expected. A round man cannot be expected to fit a square hole right away. He must have time to modify his shape. The modification had begun in a detail or two, before the Raid, and was making some progress. As Mr. claims to be completely informed on Transvaal politics, he can only have been guilty of a deliberate, if not malicious suppressio veri when he omitted to say that, like most of the legislation of this country, which has for its ostensible object the amelioration of the condition of the Uitlander, this measure, which looks like munificence at first sight, has been rendered practically inoperative by the conditions which hedge it round.

As nothing can better represent the opinions of the time than the current comments of the Press, the following extracts from the Johannesburg Star are given: In short, His Honour is developing an ungovernable irritability and a tendency to choleric obsessions, when the word 'Uitlander' is barely mentioned in his presence, that are causing the greatest concern to those around him.

He reserved the right personally to veto any Uitlander being placed on the register even after the fourteen years if he thought he was for any reason objectionable. That is, the majority of the taxpayers were disfranchised for ever!
In 1882 it was raised to five years, the reasonable limit which obtains both in Great Britain and in the United States. Had it remained so, it is safe to say that there would never have been either an Uitlander question or a great Boer war. Grievances would have been righted from the inside without external interference.
The English language became a target for hostility and as good as proscribed; impracticable and ludicrous attempts even were made to exclude its use in Johannesburg, where hardly any Uitlander understood Dutch, whilst every Boer official was well versed in English: market and auction sales were to be conducted only in Dutch; bills of fare at hotels and restaurants were also to be in full-fledged Dutch only and all this, it must be remembered, some years before the Jameson incursion took place.
