J. Meyer, seems just as anxious to discredit the people of Johannesburg as formerly he was to defend them. The CHAIRMAN advanced many arguments in favour of granting the franchise to the Uitlander, but nevertheless concluded by stating that as the Raad with few exceptions were against the extension, he would go with the majority. He was not, he said, averse to the publication of Mr.
The selection of educated and intelligent Afrikanders, sincerely desirous of purifying the administration, for such responsible offices as those of State Secretary and State Attorney, was gratefully welcomed by the Uitlander community, who believed that only through the influence of such men consistently and determinedly exerted could a peaceful solution of many difficult questions be found.
He said that his endeavours hitherto to secure concessions for the Uitlander population had been frustrated by the public utterances and actions of irresponsible and unscrupulous agitators whose methods had often a detrimental effect on the Volksraad and on the burghers throughout the Republic.
They were questions of principle and justice; and the fact that 'values' and 'numbers' have grown during the years of struggle in no way justifies the course taken, but rather shows very clearly the magnitude of the injustice done during the years of unjustifiable denial. This decision shows with admirable clearness how the Uitlander fares at the hands of the Government.
The Uitlander Press vented public sentiment and denounced the Government attitude in unmistakable terms; there were besides some angry public demonstrations. It was an alarming time of impending crisis, rife with signs of open revolt; the Government looking calmly on awaiting developments.
The great cardinal fact in connection with the Uitlander population is that, owing to their numbers and activity, they have brought in their train an influx of new wealth into the Transvaal of truly colossal dimensions.
A fund was started in London to give additional comforts to these people, though there is reason to believe that their general condition was superior to that of the Uitlander refugees, who still waited permission to return to their homes. By the end of July there were no fewer than sixty thousand inmates of the camps in the Transvaal alone, and half as many in the Orange River Colony.
Rhodes had his reward; the revolutionary kettle was briskly boiling in Johannesburg, and the Uitlander leaders were backing their appeals to the government now hardened into demands by threats of force and bloodshed. By the middle of December, 1895, the explosion seemed imminent. Mr. Rhodes was diligently helping, from his distant post in Cape Town.
In 1882 it was raised to five years, the reasonable limit which obtains both in Great Britain and in the United States. Had it remained so, it is safe to say that there would never have been either an Uitlander question or a war. Grievances would have been righted from the inside without external interference.
Old Hans Coetzee told me that he denounced him to the Veld-Cornet as an uitlander and a verdomde Engelsmann about two years before the annexation, and tried to get him to persuade the Landrost to report him as a law-breaker to the Raad; while all the time he was pretending to be so friendly.
