False ideals and faulty educational systems may handicap its progress as much as the forces that are avowedly arrayed against it. Its achievements may be arrested by the discord of factions breaking up its ranks. Conceivably it may have to face a severe conflict with a middle-class plutocracy.

The forced subdivision of property from generation to generation is undeniably a socialistic measure, since it must, in the end, destroy both aristocracy and plutocracy; and it is surely a notable point that the two great European nations which have adopted it as a fundamental principle of good government should both be on the road to certain destruction, while those powers that have wholly and entirely rejected any such measure are filling the world with themselves and absorbing its wealth at an enormous and alarming rate.

It has lost its respect for learning, it has grown careless of manners, it has abandoned faith in its duty, it is conscious of no solemn obligations, it takes no interest in art, it is indifferent to science, it is sick of effort, it has surrendered gladly and gratefully to the materialism of plutocracy.

Out of here out away! We must save the hangar, at all hazards!" Against their will, but absolutely unable to approach the now wildly-roaring fire on the floor that marked the spot where Brevard had fallen in the Battle with Plutocracy, the comrades quickly retreated. Raging fire now hemmed them on three sides.

At once suggesting itself and flung in my face, it is asked as a political poser, and not without a sneer, What else or better have I to propose? Would I advise a return to old and discarded methods, Heredity, Caste, Autocracy, Plutocracy? I respectfully submit this is a question no one has a right to put, and one I am not called upon to answer. Again, let me take a concrete case.

The plutocracy has shouldered out the old gentry from actual social leadership that gentry, indeed, presents a prodigious clinical picture of the insecurity of social rank in America but there remains at least the possibility of insisting upon a dignity which plutocrats cannot boast and may not even buy.

I speak, so far as possible, as a historian, and not as a partisan, who recognizes that the rise of a Plutocracy was the inevitable result of the amassing, during a generation, of unprecedented wealth, and that, in a Republic governed by parties, the all-dominant Plutocracy would naturally see to it that the all dominant party which governed the country and made its laws should be plutocratic.

"You can't scare me again, Dick, as you did with that Populist mare's nest ten years ago." That had been Kelly's first "big killing" by working on the fears of the plutocracy. Its success had put him in a position to buy a carriage and a diamond necklace for Mrs. Kelly and to make first payments on a large block of real estate. "It was no mare's nest, Mr. Hastings," gravely declared the boss.

Without an aristocracy, without anything that can be called a plutocracy, without a solitary millionaire, New Zealand is also virtually without that hopeless thing, the hereditary pauper and begetter of paupers. It may be doubted whether she has a dozen citizens with more than £10,000 a year apiece. On the other hand, the average of wealth and income is among the highest in the world.

A large part of the Italian Press, which repeats at haphazard the commonest themes of the French Press instead of wishing for a more intense revival of commercial relations with Germany, frightens the ignorant public with stories of German penetration; and the very plutocracy in France and Italy though not to the same extent in Italy abandons itself to the identical error.
