Even in Athens the appearance of non-political pleadings among the forms of literature was a sign of debility; and it was doubly so in Rome, which did not, like Athens, by a sort of necessity produce this malformation from the exaggerated pursuit of rhetoric, but borrowed it from abroad arbitrarily and in antagonism to the better traditions of the nation.

In the modern world political dominion is playing a more and more effaced role as a factor in commerce; the non-political factors have in practise made it all but inoperative. It is the case with every modern nation actually that the outside territories which it exploits most successfully are precisely those of which it does not "own" a foot.

While the composition of orations thus declined from its former literary and political value in the same way as all branches of literature which were the natural growth of the national life, there began at the same time a singular, non-political, literature of pleadings.

There are many aims within the new Turkish horizon. Some of them are negative and non-political, some practical and extremely aggressive. Ziya Bey's adherents first took in hand the purification of the Turkish language. A Turkish poet had endeavoured before to dispense with the 95 per cent.

But it differed from the former in its non-political bias, as well as its non-dramatic form: and from the latter in its motive, which is not personal enmity, but public spirit.

Another grave weakness in our system is the election by popular vote of many judicial and administrative officers, coupled with the vigorous remnants of the old and degrading "spoils system" whereby many thousands of strictly non-political offices are almost automatically vacated after any partisan victory.

If parks were wanted, if schools needed bettering, there were at the College Settlement, the University Settlement, the Nurses' Settlement, and at a score of other such places, young enthusiasts to collect the facts and to urge them, with the prestige of their non-political organization to back them.
