The moment an Englishman or the English flag is insulted a warship speeds to the spot and John Bull wants to know the reason why. Why did Leopold seek American capital and why did he pick out Thomas F. Ryan? There are several motives and I will deal with them in order. In the first place American capital is about the only non-political money in the world.

He had been absent from Geneva during the years of conflict which had preceded Fazy's triumph; he seems to have had no family or party connections with the leaders of the defeated side, and as M. Scherer points out, he could accept a non-political post at the hands of the new government, two years after the violent measures which had marked its accession, without breaking any pledges or sacrificing any convictions.

Whenever they have been made the subject matter of party contests they have cut the lines of party organization and party action athwart, to the utter confusion of political action in every other field.... I do not believe party programs of the highest consequence to the political life of the State and of the nation ought to be thrust on one side and hopelessly embarrassed for long periods together by making a political issue of a great question which is essentially non-political, non-partisan, moral and social in its nature."

In many parts of the State the canvass previous to the election was characterized by assassinations and midnight murders. But all were explained upon non-political grounds. In 1878 General Davis offered himself to the electors as a Democratic candidate for Congress. The convention nominated another person. He then entered the field as an independent candidate.

Phillips, looking up. "What sort of things ought I to talk to him about, do you think?" Joan gave an inward sigh. Hadn't the poor lady any friends of her own. "Oh, almost anything," she answered vaguely: "so long as it's cheerful and non-political. What used you to talk about before he became a great man?" There came a wistful look into the worried eyes.

The defect of this course was that it rested upon an Executive order, and did not have the permanency of law. The next President might or might not continue the reform, and all that was gained in the four years could at once be abandoned. The settled judgment of discreet men in both political parties is adverse to the custom of changing non-political officers on merely political grounds.

"Oh, do shut up, Thady," said the doctor. "We all know that stuff off by heart, and you must try to recollect that the Major's a Unionist. He can't be expected to listen to you peaceably; and if we don't run this statue business on strictly non-political lines we'll never be able to carry it through." "Whisht now, Thady, whisht," said Doyle soothingly; "sure the sergeant is doing you no harm."

But I am very much afraid of being tapped on the shoulder for reasons quite non-political. I can tell you I've been on the jump ever since yesterday, when I cashed the cheque, and I shan't feel easy till I've left France behind me. I fancy I'm safe for the present.

"Under different circumstances," the Count proceeded, "I might regard such interference in my affairs in a different manner. Here, of course, that is impossible. I speak to you out of regard for the lady in question. You appear in some mysterious manner to have discovered the fact that she was in the habit of bringing entirely unimportant and non-political messages from dear friends in France."

If the prisoner had been a brigand and a murderer, if he had committed every non-political crime in the Newgate Calendar and out of it, nothing would have been easier than for a man of any court or priestly influence to obtain his release. As it was, nothing could have been more difficult.
