Now these forces are political as well as non-political. This truth is now generally acknowledged by constitutional writers.

The merit system of making appointments is in its essence as democratic and American as the common school system itself. This is the principal obstacle against their being included in the orthodox community, although their admission is defended, even under present circumstances, by many non-political Moslim scholars. The Zaidites are the remnant of the original Arabian Shi'ah, which for centuries has counted adherents in all parts of the Moslim world, and some of whose tenets have penetrated Mohammedan orthodoxy.
A non-political service will be secured when Congress shall be left to its legitimate functions, when the President shall not interfere therewith by the use of patronage, and when the responsibility of appointments shall rest solely with the Department to which the Organic Law of the Republic assigns it.
These strangers, of course, introduced many progressive ideas and new habits and luxuries into the land. In non-political matters a cosmopolitan result was soon evident. At the same time, these foreigners failed to exercise any but a most indirect influence on the internal policy of the nation.

The second weakness of the elderly one is that she persistently follows the fashion. At present the fashion in literature is politics. Everything non-political is for her rubbish and nonsense. It is somewhat inconvenient to defend one's own works; but fancy it! I cannot even admit that "Stuk-Stuk" is nonsense. "What is it, then?" you will ask.
