A murderous attempt on a restaurant or a theatre would suffer in the same way from the suggestion of non-political passion: the exasperation of a hungry man, an act of social revenge. All this is used up; it is no longer instructive as an object lesson in revolutionary anarchism. Every newspaper has ready-made phrases to explain such manifestations away.
It is because we Germans are artists and dreamers and individualists that we could never manage our own affairs, that we have always been “non-political animals.” On the contrary, it is because the Prussian has no brilliance, no romance, no personality, that he makes a splendid soldier and a model bureaucrat.
There are various devices for introducing "stages" in the electoral process; the constituency elects electors, who elect the rulers and officers, for example, and there is also that futile attempt to bring in the non-political specialist, the method of electing governing bodies with power to "co-opt." He remembered that there had just been a political crisis, which accounted for the enlargement of the Countess of Channelcliffe's assembly; for hers was one of the neutral or non-political houses at which party politics are more freely agitated than at the professedly party gatherings.
The O'Loghlen Government have not been greater sinners than their neighbours in this respect; but unless they take the bull by the horns, and speedily bring in a measure to hand over the management of the railways to a non-political board, they are likely to be sacrificed to public indignation.
Thus, the English author of "The American Commonwealth" devotes over one-third of his second volume to the account of non-political institutions, and says "there are certain non-political institutions, certain aspects of society, certain intellectual or spiritual forces which count for so much in the total life of the country, in the total impression it makes and the hopes for the future which it raises, that they cannot be left unnoticed."
