The phrase 'who do not perform sacrifices' denotes evil- doers of two kinds, viz. those who do not do what is enjoined, and those who do what is forbidden. Up. So that those who perform good works and those who perform evil works, equally go to the moon. This the next Sutra negatives. The true doers of the Law are those who are moved by faith in Christ to do the Law. The hypocritical doers of the Law are those who seek to obtain righteousness by a mechanical performance of good works while their hearts are far removed from God. They act like the foolish carpenter who starts with the roof when he builds a house.
And if so, what is it?... Wise men say there are two sets of wills to nations and to persons one set that acts and works from explainable motives from teaching, intelligence, judgment, circumstance, caprice, emulation, greed, etc. and then another set, perhaps deep, hidden, unsuspected, yet often more potent than the first, refusing to be argued with, rising as it were out of abysses, resistlessly urging on speakers, doers, communities, unwitting to themselves the poet to his fieriest words the race to pursue its loftiest ideal.
Impelled by its clamoring, men of high principle and tenderest humanity become for the time void of sensibility, and condescend to acts which, though justified by their extremity, seem afterwards, even to the doers, too shameless to mention.
Were anyone to tell them: “The World Reformer is come”, they would answer and say: “Indeed it is proven that He is a fomenter of discord!”, and this notwithstanding that they have never associated with Him, and have perceived that He did not seek, for one moment, to protect Himself. Actions have their consequences, which are not annihilated because the doers do not like them. Thoughts have theirs; for the foolish not only eat of the fruit of their ways or doings, but are filled with their own devices or counsels.

All good work is essentially done that way without hesitation, without difficulty, without boasting; and in the doers of the best, there is an inner and involuntary power which approximates literally to the instinct of an animal nay, I am certain that in the most perfect human artists, reason does NOT supersede instinct, but is added to an instinct as much more divine than that of the lower animals as the human body is more beautiful than theirs; that a great singer sings not with less instinct than the nightingale, but with more only more various, applicable, and governable; that a great architect does not build with less instinct than the beaver or the bee, but with more with an innate cunning of proportion that embraces all beauty, and a divine ingenuity of skill that improvises all construction.
