In 1903 a fatal explosion occurred in the Vindicator mine, and Telluride, the county seat, was proclaimed to be in a state of insurrection and rebellion. In 1904 a cage lifting miners from the shaft in the Independence mine at Victor was dropped and fifteen men were killed. There were many minor outrages, isolated murders, "white cap" raids, infernal machines, deportations, black lists, and so on.

We have seen how Germany is trying to throw the responsibility for the misery prevailing in Belgium and for the present deportations on the English blockade, which paralyses the industry and prevents the introduction of raw materials. But, if this were the case, the situation ought not to be worse in Belgium than in Germany.

Then, as soon as the exchange of produce is slackened; as soon as the great cities are left without bread, while the great manufacturing centres find no buyers for the articles of luxury they produce, the counter-revolution is bound to take place, and it would come, treading upon the slain, sweeping the towns and villages with shot and shell; indulging in orgies of proscriptions and deportations, such as were seen in France in 1815, 1848, and 1871.

The pen may be more cruel than the sword. Considered in the light of the recent deportations, the first days of frightfulness seem almost merciful. I believe that they were stopped, but twenty thousand or more who had been taken from their homes were not returned until months afterwards.
