7th. April, 1916: Assurances given to the neutral powers after the Lille raids that such deportations would not be renewed. Now, let us confront these texts, not even with the facts which come to us from the most trustworthy sources, but with the German decrees and proclamations preparing and ordering the recent deportations.

"For the rise of the carpet industry," our German memorialised writes, "Turkey has to thank capitalists and exporters who are almost all Armenians, Greeks, Jews, or Europeans. Like the cotton cultivation introduced by Germany into Cilicia, this carpet industry, in the eastern provinces, has been deprived of the hands essential to it by the Armenian deportations."

The insurrection flamed up anew, however, and negotiations were broken off, though the deportations were stopped. Mustapha, finding it impossible to force his way into Sphakia from the west, ordered the fleet round, and transported the army entire to Franco Castelli on the southern shore, and bribed the chief of the district to allow him to pass to Askyphó without resistance.

What a curious thing it is that, after the reforms were announced, and after the deportations had taken place, still there came to Lord Minto deputations, and to me many telegrams, conveying their appreciation and gratitude for the reforms, and other things we have done. Our good friends who move a vote of censure upon us, are better Indians than the Indians themselves.

The horrors of Louvain and Dinant were compared, with some reason, to the excesses of the Thirty Years War, but modern history offers no other instance of forced labour and wholesale deportations. If, fifty years ago, the conscience of the world revolted against black slavery, what should its feelings be today when it is confronted with this new and most appalling form of white slavery?

As every one knows, neither this challenge nor the others that followed it led to any result, and the arrests and deportations of those associated with him still went on. My father felt himself morally responsible toward all those who suffered on his account, and every year new burdens were laid on his conscience.

We are sadly aware, from recent proclamations and deportations, of the efforts of British authorities to inflame prejudice against our country. We therefore crave allowance briefly to notice the insinuation that the Irish coasts, with native connivance, could be made a base for the destruction of American shipping.

The interview given by Governor-General von Bissing to the journalist Cyril Brown on the subject of these deportations, published on the front page of the New York Times, has unfortunately not made the slightest impression here.

Of those convicted seven were sentenced to deportation, and seventeen with the ringleader among them, to death by hanging. In addition there were several slaves convicted of complicity in neighboring counties. The vouchers in the Virginia archives record only eleven executions and four deportations of Southampton slaves in this period.

The German chief of the General Staff telegraphed to Berlin that the 'military considerations' on which Jemal based his deportations did not exist, and Herr Cohn in the Reichstag drew the Imperial Chancellor's attention to this.
