One example, from the borders of Italy, may be found just outside the pleasant town of Laibach in southern Austria. Here Augustus in 34 B.C. planted a 'Colonia Iulia Augusta Emona', and recent work of Dr. W. Schmid has thrown much light on its character. None of the dimensions show any trace of the normal 120 or 240 ft. Beneath the main streets were sewers, in the usual fashion.
The device was, on one side, two figures resting upon urns, representing the rivers Alatamaha and Savanna, the boundaries of the province; between them the genius of the colony seated, with a cap of liberty on his head, a spear in one hand and a cornucopia in the other, with the inscription, COLONIA GEORGIA AUG.: on the other side was a represention of silk worms, some beginning and others having finished their web, with the motto, NON SIBI SED ALIIS; a very proper emblem, signifying, that the nature of the establishment was such, that neither the first trustees nor their successors could have any views of interest, it being entirely designed for the benefit and happiness of others.
At York the defences of the legionary fortress have still their place in the sun, but the 'colonia' on the other bank of the Ouse has vanished wholly from the surface, walls and streets together, and the houses of the citizens of Eburacum are known solely by finds of mosaic floors.
I pass to a third and harder question, the administrative and legal framework of local Romano-British life. Here we have to discuss the extent to which the Roman town-system of the colonia and municipium, and the Roman land-system of the villa penetrated Britain. And, first, as to the towns. Britain, we know, contained five municipalities of the privileged Italian type.
A Greek minister, armed with legal and military powers, appeared at Colonia to strike the shepherd, and to reclaim, if possible, the lost sheep. By a refinement of cruelty, Simeon placed the unfortunate Sylvanus before a line of his disciples, who were commanded, as the price of their pardon and the proof of their repentance, to massacre their spiritual father.
On our arrival at Colonia our sailors saluted us when they saw the number of our prisoners and the three pieces of cannon we had taken, giving "three cheers for the brave soldiers." The prisoners were then sent on board a ship that was lying in the river, and an outlying picket having been posted as usual, the rest of us remained comfortably in the town.
In the English Chronicle it is only once mentioned, and then as Mameceaster a form explained by the alternative Mamucium in the Itinerary, which would naturally become Mamue ceaster. Colchester of course represents Colonia, corrupted first into Coln ceaster, and so through Col ceaster into its present form. Porchester in Hants is Portus Magnus; Dorchester is Durnovaria, and then Dorn ceaster.
The inhabitants do not require much education in their representatives; I heard some men discussing the merits of those for Colonia; and it was said that, "although they were not men of business, they could all sign their names:" with this they seemed to think every reasonable man ought to be satisfied. Rode with my host to his estancia, at the Arroyo de San Juan.
And then the “Colonia Siccensis” would have presented some good or bad reason for the delay: that it arose from the absence of the proconsul from the seat of government, or from the unaccountable loss of the despatch on its way from the coast; or, perhaps, on the other hand, the under-secretary would have maintained, amid the cheers of his supporters, that the edict had been promulgated and carried out at Sicca to the full, that crowds of Christians had at once sacrificed, and that, in short, there was no one to punish; assertions which at that moment were too likely to be verified by the event.
From these proceedings, it was clear that Rosas ultimately would become the dictator: to the term king, the people in this, as in other republics, have a particular dislike. Since leaving South America, we have heard that Rosas has been elected, with powers and for a time altogether opposed to the constitutional principles of the republic.
