One important step was the acquirement in 1886, of 100,000 acres of Mexican government timber land in the Sierra Madre Mountains, near Colonia Juarez, and on this tract was established Colonia Pacheco, wherein the main industry was lumbering.

But many Spaniards were jealous for the fame of Columbus, and they thought that the Northern Continent should be called Colonia or Columbiana. One, anxious that the part in the discovery taken by Ferdinand and Isabella should not be forgotten, even tried to make people call it Fer-Isabelica. But all such efforts were in vain.

In 1765 Captain Macnamara, with two vessels called the Lord Clive and the Ambuscade, mounting between them 104 guns, attempted to take Colonia, in front of Buenos Ayres, from the Spaniards. Having shelled the place for four hours, Macnamara expected every moment to see a white flag hoisted, when, by some mishap, the Lord Clive took fire, and 262 persons perished.

In each colony one of the very first public works was erection of a schoolhouse, used as a house of worship and for public hall, as well. Graduates from the colony grammar schools could be sent to an academy at Colonia Juarez, where four years' high school work was given. Skilled teachers were secured wherever possible.

There had been exploration, however, to the westward, in the State of Sonora, and in 1896, a tract of 110,000 acres was acquired on the Babispe River. There was established Colonia Oaxaca. The land was mainly valuable for grazing, but some good farming land was along the river.

The cantonal civitas had its duoviri and quaestors and so forth, and its ordo or senate, precisely like any municipal colonia or municipium. So far from wearing a native aspect, this cantonal system merely became one of the influences which aided the Romanization of the country. It did not, indeed, involve, like the municipal system, the substitution of an Italian for a native institution.
