The Russian Government cannot have been ignorant of the weakness of Russian armies, not in man-power, still less in skill or courage, but in artillery and equipment; but it had no conception of the material and mechanical force which Germany was prepared to bring to the urgent task of relieving the pressure on her ally.

And apart from the instances, essentially exceptional, where such a special consideration comes in, the businessmen in charge will, quite excusably as things go, endeavour to consume the man-power of which they dispose in the persons of their employees, not at the rate that would be most economical to the community at large, in view of the cost of their replacement, nor at such a rate as would best suit the taste or the viability of the particular workman, but at such a rate as will yield the largest net pecuniary gain to the employer.

There had been something workmanlike and bold about their rigid, matter-of-fact progress, reflective of man-power in battle as seen very distinctly for a space in that field of baffling and shimmering haze. They want India's billions and they want India's man-power for their imperialistic greed. If we refuse to supply them with men and money, we achieve our goal: namely, Swaraj, equality, manliness."

It was good to be out again and good to look at something other than board walls. Our road lay along the canal which connected Vehnemoor with Oldenburg. Peat sheds, where the peat was put to dry after it was cut, were scattered along the canal, and we passed several flat-bottomed canal-boats carrying the peat into Oldenburg. They were drawn by man-power, and naturally made slow progress.

Russia, indeed, had almost limitless man-power, but the war had already shown the importance of munitions, and Germany quickly learnt the lesson.

Day after day the black budget of "falling back", "prisoners", "using up our man-power," put the wind up them to such an extent that they began to curse at their own impotency and helplessness; to fret angrily at a forced comparative inactivity.
