The other side was never touched. The nights of toil by staff officers, the multiplied forces of mills and factories, the shriek of the trains crossing the continent, bearing men and munitions, and the hours of waiting for the completion of those warlike implements which the peaceful American has never before contemplated in the expansion of his industrial institutions, were entirely overlooked.

On December 29, 1915, the Germans reported that they had shot down an English biplane in an aerial flight near Bruges, and the occupants of the machine were killed. The English machine had been flying over the district of Lichtervelde, south of Bruges, and had dropped several bombs, one of which had hit a munitions depot with disastrous effect.

It was these tractors, run mostly by women, that ploughed up the old estates and golf courses and let all England be planted and cultivated without taking away from the fighting man power or crippling the forces in the munitions factories.

I regret to have to add that in executing this order facts were disclosed respecting the conduct of the officers of Spain in authority there in encouraging the war, furnishing munitions of war and other supplies to carry it on, and in other acts not less marked which evinced their participation in the hostile purposes of that combination and justified the confidence with which it inspired the savages that by those officers they would be protected.

With three thousand men, and with temporary supplies from the fleet, the place could be maintained against all comers; Holland and England together commanding the seas. Admiral Warmond and all the Netherlanders seconded the scheme, and offered at once to put ashore from their vessels food and munitions enough to serve two thousand men for two months.

The attorney is the administrator, who maps out the plan of the campaign, collects the munitions of war, and puts the force in motion; the barrister gives battle. It is not known why the law gives a man two men to defend him any more than it is known why an author is forced to have both printer and publisher.

Then Allied commerce would have been the prey, not only of the submarines, which could have operated with the utmost freedom, but of the German surface craft as well. In a few weeks the British food supplies would have been exhausted. There would have been an early end to the soldiers and munitions which Britain was constantly sending to France.

While not denying the legality of the trade in munitions under ordinary circumstances the contentions of the German Government were that the situation in the present war differed from that of any previous war; that the recognition of the trade in the past had sprung from the necessity of protecting existing industries, while in the present war an entirely new industry had been created in the United States; and it concluded with the following statement which was the real point of the note: "This industry is actually delivering goods to the enemies of Germany.

We are too near his neck; the Narrows!! So on this most precarious, God-forsaken spot he must maintain an Army of his best troops, mostly supplied by sea, by sea whereon our submarines swallow 25 per cent. of their drafts, munitions and food, just as a pike takes down the duckling before the eyes of their mother on a pond. And it stands to reason that I tried the Munitions more than once. It was my rare good fortune luck pursued me on these patriotic expeditions to come face to face, at the Munitions, with the fons et origo; the deputy fountain-head, that is to say; a very peculiar private-secretary-in-chief for that department.
