From the very beginning, then, government exists by virtue of the good that it does. But there have been enormous differences in the price that men have paid for that good; and this constitutes its variable and progressive factor. Tyranny is, in the long run, the most unstable form of government, because it grossly overestimates the amount that men will pay for the benefit of order.
The change in the newspaper caused by the telegraph, the cable, and by a public demand for news created by wars, by discoveries, and by a new outburst of the spirit of doubt and inquiry, is enormous. The public mind is confused about it, and alternately overestimates and underestimates the press, failing to see how integral and representative a part it is of modern life.
An old Quaker wrote me, the other day, that he had been reading my Introduction to the 'Mosses' and the 'Scarlet Letter, and felt as if he knew me better than his best friend; but I think he considerably overestimates the extent of his intimacy with me. "I received several private letters and printed notices of 'Our Old Home' from England.
It was interesting to see how closely the guides could guess at the weight of the fish by looking at them. The ouananiche are much longer in proportion to their weight than trout, and a novice almost always overestimates them. But the guides were not deceived.
Poulett Scrope, Life of Lord Sydenham, pp. 141-2. Richardson, Eight Years in Canada, p. 117. See an interesting letter of January, 1838 in Christie, History of Lower Canada, v. 109. Kaye, Papers and Correspondence of Lord Metcalfe, p. 453. Metcalfe undoubtedly overestimates the influence of these men, as compared with the church, over the habitant class. Ibid. p. 267.
"Jim overestimates my powers in this direction as in all others," Theodore said, smiling. "I have perhaps less influence with Mr. Hastings than with any other person, and I haven't the slightest hopes that " And here he stopped and listened to his thoughts.
This, no doubt, is a true and fair statement; but, as usual, Johnston overestimates our loss, putting it at six thousand, whereas our entire loss was about twenty-five hundred, killed and wounded.
De Chauxville bit his lip and waited. It was a moment of the tensest suspense. "À nous trois!" repeated Steinmetz. "De Chauxville, you love an epigram. The man who overestimates the foolishness of others is himself the biggest fool concerned. A lame horse the prince's generosity making your adieux. Mon Dieu! you should know me better than that after all these years.
The girls to whom this place means the last word in learning and the last grace of social life are estimable young women, but not so pleasant to meet as you." Three weeks but he had waited seven years! "I am very childish," said the girl. "Of course I will stay. And some of it I like very much. It's only that mamma doesn't understand. She overestimates it so.
"Do you not think," I finally asked, "that Peters somewhat overestimates the distance of his marvelous leap? I am aware that Peters was, both in strength and in agility, almost preterhuman; but fifty feet or thereabouts! That seems scarcely possible. Our best athletes, I believe, have never, on level ground, made a running leap of much more than half that distance.
