Further to bear me out I shall again borrow the words of Titus Livius, who, in relating how when Quintius and Agrippa his colleague were sent by the Romans against the Equians, Agrippa contrived that the conduct of the war should rest with Quintius, observes, "Most wholesome is it that in affairs of great moment, supreme authority be vested in one man."
Then at Corinth, at the Isthmian games, the Roman consul, Quintius Flaminius, proclaimed that the Greek states were once more free. Such a shout of joy was raised that it is said that birds flying in the air overhead dropped down with the shock, and Flaminius was almost stifled by the crowds of grateful Greeks who came round him to cover him with garlands and kiss his hands.

With respect to the rest of the multitude, every tenth man was drawn by lot for punishment. In a contrary manner to this, the consul and soldiers in the country of the Æquans vied with each other in courtesy and acts of kindness: both Quintius was naturally milder in disposition, and the ill-fated severity of his colleague caused him to indulge more in his own good temper.
After that Quintius Capitolinus, who was made dictator to suppress these disorders, had committed Manlius to prison, the people immediately changed their apparel, a thing never done but in great and public calamities, and the senate, fearing some tumult, ordered him to be released.
XIV. Returning to Peloponnesus with a great reputation from his Cretan successes, he found Philip beaten by Titus Quintius, and Nabis at war both with the Romans and the Achæans. He was at once elected general to attack Nabis, and in a sea fight suffered the same misfortune as Epameinondas, that is to say, he effected much less at sea than was expected of a man of his courage and reputation.
To which we have a witness in Titus Livius, who relates that when Philip of Macedon came to treat with Titus Quintius Flamininus, and while terms were being discussed in the presence of a certain Etolian captain, this man coming to words with Philip, the latter taunted him with greed and bad faith; telling him that the Etolians were not ashamed to draw pay from one side, and then send their men to serve on the other; so that often the banner of Etolia might be seen displayed in two hostile camps.
