Most States, however, leave some leeway in the choice of the state committee, permitting their election usually by the regular primaries but controlling their action in many details. The lesser committees county, city, district, judicial, senatorial, congressional, and others are even more rigorously controlled by law.

A judicious and full-pursed planter, it is true, would either remove the whole of the maiden crop, or at least from the three upper pairs of primaries, but the crop of the fourth year is apt to find a young planter with empty pockets, and he may not be able to afford the sacrifice; but he should in any case remove the immature berries, or blossom buds, from the greenwood of the primary branches, and if he refrains from topping before blossom, his trees may stand their maiden crop fairly well.

Roosevelt himself thus describes his work during his first year in the New York Assembly: I paid attention chiefly while in the Legislature to laws for the reformation of Primaries and of the Civil Service and endeavored to have a certain Judge Westbrook impeached, on the ground of corrupt collusion with Jay Gould and the prostitution of his high judicial office to serve the purpose of wealthy and unscrupulous stock gamblers, but was voted down.

Kalb, the vice-consul, a Graeco-Armenian citizen of the United States, born in Hessen-Darmstadt, and educated in Cincinnati ward primaries, considered all Americans his brothers and bankers. He attached himself to Merriam's elbow, introduced him to every one in La Paz who wore shoes, borrowed ten dollars and went back to his hammock.

In each congressional district, the voters, at the regular party primaries, choose the member of the state committee for the district, who serves for a term of two years. The law says that "no other person or persons whomsoever" than those so chosen by the voters shall serve on the committee, so that members by courtesy or by proxy, who might represent the boss, are apparently shut off.

With a coil not widely differing from the present, it is best to connect the two primaries in multiple arc; but if the secondary should have a much greater number of turns the primaries should preferably be used in series, as otherwise the vibration might be too fast for the secondary.

Jesus would use great wisdom in this matter. He would employ means. He would make large plans. Let us do so. If we bear this cross let us do it bravely, like men." They talked over the matter a long time and met again the next day in Maxwell's study to develop plans. The city primaries were called for Friday.

Among them now he worked sedulously. He held that the greater part of the battle would be in the primaries, and on the night when they convened, he had his friends out in force in every ward which went to make up the third judicial district. Men who had never seen the inside of a primary meeting before were there actively engaged in this.

When you see the West adopting or urging such measures as presidential primaries, the election of United States Senators by popular vote, the initiative, the referendum and the recall as means supplementary to representative government, you shudder in your dignified way no doubt, at the audacity and irreverence of your crude countrymen.

An election cannot give the country a firm sense of direction if it has two or more national parties which merely have different names but are as alike in their principles and aims as peas in the same pod. In the coming primaries in all parties, there will be many clashes between two schools of thought, generally classified as liberal and conservative.
