It is too soon even now to consider fully the result of this new policy; the introduction of Protection has indeed, if we are to judge by appearances, brought about a great increase in the prosperity of the country; whether the scheme for old-age pensions will appease the discontent of the working man seems very doubtful.
He was a student of books as well as of men, as is shown by these lines from the Hous of Fame: Chaucer was pensioned by three kings, Edward III., Richard II., and Henry IV. Before the reign of Henry IV., Chaucer's pensions were either not always regularly paid, or they were insufficient for certain emergencies, as he complained of poverty in his old age.
The means were in the hands of the ministry; the public treasure was at their devotion; they multiplied places and pensions, to increase the number of their dependants; they squandered away the money of the nation without taste, discernment, decency, or remorse; they enlisted an army of the most abandoned emissaries, whom they employed to vindicate the worst measures, in the face of truth, common sense, and common honesty; and they did not fail to stigmatize as Jacobites, and enemies to the government, all those who presumed to question the merit of their administration.
His earliest recollections carried him back to a time when he lived a wandering, desolate life with his father and mother, in an endless series of Continental hotels and pensions. He was prepared to assert, with confidence, that his mother had been a very beautiful person, who carried an air of the most abundant affection for him on the numerous occasions when she received her friends.
Nationalist writers claim that the rates are going down; but that merely means that they are not so high now as they were soon after the Act came into force, not that they are lower than before 1898. It was expected that the rates would be reduced by the operation of the Old Age Pensions Act; but that has not proved to be the case. And the increase in local indebtedness is alarming.
This was an age of pensions, but not a farthing of pension did he ever get. He was made an exciseman or gauger, at a salary of £50 a year, and he followed that occupation for the few remaining years of his life. Robert Burns wrote and did some things unworthy of a great poet; but when Scotland thinks of him, she quotes the lines which he wrote for Tam Samson's Elegy:
Two years ago, with bipartisan support that was almost unanimous on both sides of the aisle, we moved to protect the pensions of 8 million working people and to stabilize the pensions of 32 million more. Congress should not now let companies endanger those workers' pension funds.
Such a Guild would furnish a useful constituency, a useful jury-list. It could be used to recommend writers for honours, to check the distribution of public pensions for literary services, perhaps even to send a member or so to the Upper Chamber. It is, at any rate, an experiment worth trying. But such a Guild at best is only one of many possible expedients in this matter.
How many of the ten millions of depositors in the savings banks have considered that their rulers at Washington give away every year in military pensions a sum equal to all, and more than all, the income earned by the four billions of dollars in the banks?
"I could revive the straw-plaiting; give them better teaching and better models. The cottages should be rebuilt. Papa would willingly hand the village over to me if I found the money! We would have a parish committee to deal with the charities oh! the Hardens would come in. The old people should have their pensions as of right. No hopeless old age, no cringing dependence!
