On March 1, 1809, a non-intercourse act, applying only to France, Great Britain, and their dependencies, was substituted for the embargo act. The new act enabled the president to remove the embargo against whichever country should cancel its orders or decrees against American trade. Three days later Jefferson was succeeded by Madison as President of the United States.
