In this prosecution, as in the impeachment of Judge Chase of the Supreme Court, executive encouragement and aid were offensively open and notorious. When the embargo had almost ruined the commercial States of the Union, it was modified by a non-intercourse act with France and England, to take effect on March 4, 1809, the last day of Jefferson's term.

Lisa encamped, as usual, at no great distance; but the same sullen jealous reserve and non-intercourse continued between them. Shortly after pitching the tents, Mr. Breckenridge made his appearance as an ambassador from the rival camp.

Jefferson's policy of non-intercourse and in supporting President Madison's policy of war, deserved well of his country. Postponed that war might have been. But, human nature being what it is, and the English government being what it was, we do not believe that the United States could ever have been distinctly recognized as one of the powers of the earth without another fight for it.

Posterity will honor him as the Patriot of the Revolution, as the champion of the rights of man; but will it not trace to his policy as a statesman, in the cabinet of Washington, in the opposition to Adams, and in the office of President, the grave errors from which sprang the embargo, non-intercourse, and the second war with England?

All this time, moreover, reparation for the Chesapeake affair was blocked, since it had been coupled with a demand for the renunciation of impressments, something that no British Ministry would have dared to yield. On the part of Napoleon, the Non-intercourse Act offered another opportunity for plunder.

Prudery is at present the order of the day, and this is carried to such an extent from non-intercourse, that at a farewell ball given to the Cambrians, the women would only polka and waltz with each other. The country immediately outside the town of Sincapore is spotted with little bungaloes, the retreat of the merchants from the monotonous business-life which they are compelled to lead.

Uncle Win and Uncle Leverett talked politics after supper, one sitting one side of the chimney and one the other. Doris had gone over to Uncle Winthrop's side, and she wished she could be two little girls just for the evening. She was trying very hard to understand what they meant by the Embargo and the Non-Intercourse Act, and she learned they were going to have a new President in March.

Instead of communicating Canning's letter, Erskine, after ascertaining that the conditions would not be accepted, sent in a paraphrase of his own, dated April 18, in which he made no mention of the three stipulations, but announced that, in consequence of the impartial attitude resulting from the Non-Intercourse Act, his Majesty would send a special envoy to conclude a treaty on all points of the relations between the two countries, and meanwhile would be willing to withdraw the Orders of January 7 and November 11, so far as affecting the United States, in the persuasion that the President would issue the proclamation restoring intercourse.

On March 1, 1809, a non-intercourse act, applying only to France, Great Britain, and their dependencies, was substituted for the embargo act. The new act enabled the president to remove the embargo against whichever country should cancel its orders or decrees against American trade. Three days later Jefferson was succeeded by Madison as President of the United States.
