Similar nation-wide conferences will be called in connection with better housing and recreation at a later date. In view of the considerable difference of opinion as to the policies which should be pursued by the Federal Government with respect to education, I have appointed a committee representative of the important educational associations and others to investigate and present recommendations.

It is nation-wide, and even nation-wide as it is, it does not include, consciously and directly, the State universities. The older colleges and universities did dominate, but the relation between the State university and the high school has ever been cordial. They have always recognized their partnership and have acted in accordance with it.

In the autumn of 1913 a new Law of Assemblies was passed from which the section so bitterly opposed was omitted and in fact the women had been defying it. They began at once a nation-wide suffrage organization, which affiliated with the International Alliance. The next year the country was immersed in a World War which continued over four years.

The objectives of the Second Seven Year Plan, the concluding phase of which has synchronized with this period of nation-wide austerity, have, it must be recognized, been in the main, attained. The pillars which must needs add their strength in supporting the future House of Justice have, according to the schedule laid down, been successively erected in the Dominion of Canada and in Latin America.

Through the gradual evolution of the plans of action developed in all these conferences and discussions, they have come to distinguish sharply between a really general strike, e.g. a nation-wide railroad strike, when used for revolutionary purposes, and other species of widespread strikes which have merely a tendency in a revolutionary direction, such as the Philadelphia trouble I have mentioned, and they have decided from these deliberations, as well as considerable actual experience, just what forms of general strike are most promising and under what contingencies each form is most appropriate.

Most of the work for the conference and the raising of $13,000 to finance it fell upon the shoulders of Susan, Rachel Foster, and May Wright Sewall, but they also had the enthusiastic cooperation of Frances Willard, who, with her nation-wide contacts, was of inestimable value in arousing interest among the many and varied women's organizations and the labor groups.

To this need even the public has of late become somewhat awakened, thanks mainly to a troop of investigators and to the writers in the magazines, who on the one hand have roused nation-wide horror by means of revelations regarding the white-slave traffic, and on the other have brought to that same national audience painful enlightenment as to the chronic starvation of both soul and body endured by so many brave and patient young creatures, who on four, five or six dollars a week just manage to exist, but who in so doing, are cheated of all that makes life worth living in the present, and are disinherited of any prospect of home, health and happiness in the future.

What I want you to see, if you will, is the whole picture that presents itself to me and visualize the terrible consequences to the country and its people of a nation-wide strike at this time, both as affecting our own people and in its effect upon the Allied forces across the sea.
