This course may be inconvenient, but such an emergency requires inconveniences to be encountered. History presents no parallel to our circumstances. There is no other instance on record of the whole food of a people becoming rotten before it was ripe. Of course the system of public works would go on more smoothly than any other that can be suggested.
On which ever side we turn this subject, we shall find, that these two kinds of duty are exactly on the same footing, and have the same source both of their first invention and moral obligation. They are contrived to remedy like inconveniences, and acquire their moral sanction in the same manner, from their remedying those inconveniences.
