Great changes had taken place in the harbor, new breakwaters were where there had been none before, new buildings were up, and still more were building. Big electric cars rushed along where formerly the snail-like horse cars crept painfully by. The city was unbelievably clean and the main streets were full of busy life.

One by one they are removing all the breakwaters which the empire had constructed between the executive and the most fickle and impulsive population that ever shouted 'long live' one day to the man whom they would send to the guillotine the next. They are denouncing what they call personal government.

He could hear the water dashing with frightful echoes far down into the depths beyond him, but it was evident that the two stones against which he had been thrust acted as breakwaters to the torrent poured in from the outside, and repelled the main body of the stream in the fashion he had observed from his position on the ledge. In a few seconds the cavern was empty.

New ideas come beating into surf and surge against those which former reasoners had considered as fixed banks and breakwaters; and the new ideas are so mutable, so fickle, that those which were considered novel ten years ago are deemed obsolete to-day, and the new ones of to-day will in their turn be obsolete to-morrow.

When the central government which represents that majority has issued a decree, it must intrust the execution of its will to agents, over whom it frequently has no control, and whom it cannot perpetually direct. The townships, municipal bodies, and counties, may therefore be looked upon as concealed breakwaters, which check or part the tide of popular excitement.

The battleships remain for ten months of the year in the rivers and harbors, where the officers and men are kept busy dredging, building levees, wharves and breakwaters, and they take a cruise to different parts of the earth during the months of December and January, and during that time engage in gunnery practice.

The surplus was naturally regarded, by the Patriot party, in the light of so much national capital; they looked upon it as an improvement fund, for the construction of canals, highways, and breakwaters, for the encouragement of the linen and other manufactures, and for the adornment of the capital with edifices worthy of the chief city of a flourishing kingdom.

It is as much the duty of the Government to construct good harbors, without reference to the location or interests of cities, for the shelter of the extensive commerce of the Lakes as to build breakwaters on the Atlantic coast for the protection of the trade of that ocean.

They are the shields, the breakwaters, of those who come after them. Every decade is a defence of the one next behind it. At thirty the youth has sobered into manhood, but the strong men of forty rise in almost unbroken rank between him and the approaches of old age as they show in the men of fifty.

He was burning to go back again, and eagerly explained sagely corroborated by the testimony of the tiny archdeacon that his illness was to be laid to the blame of his own imprudence, not to the climate; and he dwelt upon the delights of the yearly voyage among the lovely islands, beautiful beyond imagination, fenced in by coral breakwaters, within which the limpid water displayed exquisite sea-flowers, shells, and fishes of magical gorgeousness of hue; of the brilliant white beach, fringing the glorious vegetation, cocoa-nut, bread-fruit, banana, and banyan, growing on the sloping sides of volcanic rocks; of mysterious red-glowing volcano lights seen far out at sea at night, of glades opening to show high-roofed huts covered with mats: of canoes decorated with the shining white shells resembling a poached egg; of natives clustering round, eager and excited, seldom otherwise than friendly; though in hitherto unvisited places, or in those where the wanton outrages of sandal-wood traders had excited distrust, caution was necessary, and there was peril enough to give the voyage a full character of heroism and adventure.
