The group constituted the forum of democracy, where politics were frequently on debate, where public opinion was formed, where conservatism and progressivism fought their battles before they tested conclusions at the ballot-box, where science and religion entered the lists, where local interests were threshed out in the absence of more general excitement and crops and agricultural methods filled in the pauses.
But the Poles were not sufficiently enlightened fully to comprehend the virtue and the sacredness of the ballot-box. The Russian army was now hastening to the gates of Warsaw.
It is a confused and patchwork philosophy, drawn, consciously or unconsciously, from many quarters from the old cosmopolitan tradition of German culture, dating from Goethe and Leasing; from the brave and arrogant claims of Fichte and the prophets and poets of the Napoleonic era; from the far-reaching influence of Hegel and his idealisation of the Prussian State; from the reaction to "realism" in politics after 1848; from the prestige of Bismarck and the deep impression made by the apparent success of his methods and principles; from the gifted Prussian historians, Treitschke and Sybel, who set their own interpretation upon Bismarck's work and imprinted it, by speech and pen, upon the mind of the German nation; and from a hasty interpretation of the theories of writers like Nietzsche and Thomas Carlyle, with their exaltation of "heroes" and "supermen," their encouragements to "live dangerously," their admiration for will-power as against reason and feeling, and their tirades against legal shams, "ballot-box democracy," and flabby humanitarianism.
Is it because our voting population is so much greater in proportion than the voting population of Massachusetts? Not at all. The difference arises from the fact that the State of Massachusetts has seen fit to exclude a portion of her citizens from the ballot-box. Indiana has done the same thing. Indiana has excluded one class of citizens; Massachusetts has excluded another class.
From it, however, by a curious accident, resulted that complete control of the ballot and the ballot-box by a dominant minority so frequently observed in those states.
At last, commensurate rewards for all the long years of disconsolate waiting, and of hard work in night ridings, and house-burnings, and "nigger"-whippings, and "nigger"-shootings, and "nigger"-hangings, and ballot-box stuffings, and all the other dreadful doings to which these old leaders were impelled by a sense of Solid-Southern patriotism, and pride of race, and lust for power, would come, and come in profusion.
In that case it will not be easy to "imitate" the English Parliament; and the ballot-box and suffrage will be the mere bow of Robin Hood, which it is given to very few to bend, or shoot with to any perfection.
