A special session was called soon after President Taft's inauguration, and the Payne Bill, which it was claimed aimed to decrease duties and increase the revenue, passed the House by a vote of 217 to 161. The Finance Committee of the Senate, to which the bill was referred when it reached the Senate, instead of reporting it, reported a substitute measure the Aldrich Bill.
By the end of 1838 five branches with 161 students had been established with the "decided approbation and support of the inhabitants." For some years these academies flourished in a modest way, though they never enrolled more than 400 students in any one year.

The Americans had 390,000,000 rations of beans alone, 183,000, rations of flour and flour substitutes, 267,000,000 rations of milk; 161,000,000 rations of butter or substitutes; 143,000,000 rations of sugar; 89,000,000 rations of meat; 57,000,000 rations of coffee and 113,000,000 rations of rice, hominy and other foods, with requisites such as flavorings, fruits, candy and potatoes in proportion, while for smokers, there were 761,000,000 rations of cigarettes and tobacco in other forms.
The works of Gaius included seven books Rerum Cotidianarum, which, like the work of Apuleius, were styled Aurei; and an introduction to the science of law, called Institutiones, or Instituta, in four books. These were published 161 A.D., and at once established themselves as the most popular exposition of the subject. Gaius was a native of the east, but of what country is uncertain.
