The President decided to turn this outburst of patriotism to good purpose, and May 3, 1861, asked for 42,034 volunteers for three years unless sooner discharged, and ordered 18,000 seamen to be enlisted, and 22,714 men added to the regular army. Baltimore was now occupied by Union troops, and communication with Washington through that city was restored and protected.
A statistical paper on India issued recently by the British Government shows that there were killed in that country last year by snakes and wild beasts 24,034 persons 21,880 by snake bites, 796 by tigers, 399 by leopards, and the rest by other animals. The number of cattle destroyed by snakes and wild beasts was 98,582.

The total vote was 826,382; in favor, 385,348; opposed, 441,034; lost by 55,686 votes, only 10,407 more than the majority in Philadelphia. The amendment received nearly 47 per cent. of the total vote cast on it. Prior to election day all the political parties in the State had endorsed woman suffrage per se, except the Republican and that party had declared in favor of a referendum to the voters.
On May 3 a new proclamation was issued, calling into service 42,034 three years' volunteers, 22,714 enlisted men to add ten regiments to the regular army, and 18,000 seamen for blockade service: a total immediate increase of 82,748, swelling the entire military establishment to an army of 156,861 and a navy of 25,000.
