She knew all the statesmen of that region, Turks, Bulgarians, Montenegrins, Roumanians, Greeks, Armenians, and nondescripts, young and old, the living and the dead. With some money an intrigue could be started which would set the Peninsula in a blaze and outrage the sentiment of the Russian people.
Two things, however, were required: in the first place, the Roumanians demanded, as the price of their co-operation, a rectification of the Hungarian frontier, and this first condition was flatly refused by Hungary; the second condition, which naturally then did not come into question at all, would have been that we should even then, after such a success, have proved strong enough to bear a peace with sacrifice.
The Roumanians of Transylvania think that he whose shadow is thus immured will die within forty days; so persons passing by a building which is in course of erection may hear a warning cry, "Beware lest they take thy shadow!" Not long ago there were still shadow-traders whose business it was to provide architects with the shadows necessary for securing their walls.
It is a terrible but a just punishment that poor Hungary, who contributed so much to our definite defeat, should be the one to suffer the most from the consequences thereof, and that the Roumanians, so despised and persecuted by Hungary, should gain the greatest triumphs on her plains.
And if Bulgaria had not precipitated a war among the Allies, if she had been content with annexing the portion of European Turkey which she held under military occupation, New Bulgaria would have contained a greater area and a larger population than Roumania. The Roumanians claim, accordingly, that the course they pursued was dictated by a legitimate and vital national interest.
There was a three-fold reason why I did not share Germany's opinion on this question. In the first place, my point of view was that it was not our duty to mete out divine justice and to inflict punishment, but, on the contrary, to end the war as quickly as possible. Therefore my duty was to seize every means possible to prevent a continuance of the war. I must mention here that the idea prevailing in many circles that the Roumanians were quite at the end of their strength, and were compelled to accept all the conditions, is entirely false. The Roumanians held very strong positions, the moral in the army was excellent, and in the last great attack on Maracesci, Mackensen's troops had suffered very severely. This success turned the Roumanians' heads, and there were many leading men in the ranks of the Roumanian army who sided entirely with those who wished to carry on the war
It aroused high hopes among the Allies. October 10, 1914. The propitious moment seemed to have come for the union of all Roumanians under the sceptre of the new king. Over three million members of that race under Hungarian sway had long been waging a losing contest for their nationality, language and religion. And they entertained no hope of better prospects in the future.
The country round Mehadia is so wild, both in regard to the scenery and to the native population, that the contrast of dropping suddenly into a fashionable watering-place is very curious. This bath is much frequented for pleasure and health by the luxury-loving Roumanians, who invariably display the latest extravagance of Parisian fashion.

Remember that the whole way round our enormous frontiers we are being forced to fight groups of reactionaries supported at first mostly by the Germans, now mostly by yourselves, by the Roumanians, by the Poles, and in some districts by the Germans still.
