Fifty years ago nationalism was much less developed than it is now. Nations were still sleeping the Czechs, Slovaks and Southern Slavs, the Roumanians and Ruthenians had barely awakened to national life. Fifty years ago it was possible to distinguish between what was deceptive and what gave promise of lasting.
Roumania, too, was friendly to Greece and Serbia, rather than to treaty Bulgaria, for the Roumanians knew that Bulgaria was very anxious to get back the territory of which Roumania had robbed her, in the second Balkan war. The Greek people were ready to rush to Serbia's aid and so was the Greek prime minister.
In this connection Tisza always maintained his optimism, and to the very last moment held to the belief that Roumania would not dare take it upon herself to attack us. This is the only reason that explains why the Roumanians surprised us so much by their invasion of Transylvania and by being able to carry off so much rich booty.
You will remember that when the central powers said that they were ready to talk peace terms the nations of the Entente replied that there could be no peace as long as the Danes, Poles, and Alsatians were forcibly held by Germany in her empire and as long as Austria denied the Ruthenians, Roumanians, Czechs, Slovaks, Serbs, and Italians in their empire the right either to rule themselves or to join the nations united to them by ties of blood and language.
It deprived Russia of much of the benefit of her victory, and left nearly every racial question unsettled. Roumania lost Bessarabia, which was mainly inhabited by Roumanians. Bosnia and Herzegovina were handed over to the administration of Austria. Turkey was allowed to retain Macedonia, Albania and Thrace. Serbia was given Nish, but had no outlet to the sea.
One hundred years ago they obtained their liberation from the Turk. The Turkish mind was shown to be incapable of absorbing Europeanism. The light of the nineteenth century scared the night-bird back to Asia, and there arose Serbs, and Bulgars, and Roumanians as European nations, and Greece once more arose. Modern civilization suits the Greek much more than it does the Turk.
The outrages committed by them and the Bulgarians on the Moslems of Roumelia had, as we have seen, led to a revolt in the district of Mount Rhodope; and there was talk in some quarters of making a desperate effort to cut off the invaders from the Danube . The discontent of the Roumanians might have been worked upon so as still further to endanger the Russian communications.
First of all there was the relinquishing of their claim which, for the Roumanians, was the hardest term of all, and imparted to the peace the character of a peace of violence; and secondly, the matter had precipitated a dispute between Turkey and Bulgaria.

Austrians, Roumanians, Serbs, Italians, Czechs, we know what they think of us, and we know what to think of them, we know what we want in the world, and we know what they want; that knowledge does not send us flying at each other's throats, but it does keep us from growing soft. Ah, the British lion was in a hurry to inaugurate the Millennium and to lie down gracefully with the lamb.
