The Crimea was incorporated with Russia in 1783. After a second war, provoked by her, with the Turks, who now had the Austrians to help them, the Russian boundaries through the Treaty of Jassy were carried to the Dniester. In this period the United States of America achieved their independence, and began their existence as a distinct nation.

It appeared from these documents that the founder of the Hátszegi family, the great grandfather of the present baron, was one Mustafa, who had been a Defterdar at Stamboul, and had used his unrivalled opportunities for making money so well that he found it expedient to fly from Jassy to Transylvania, where he made haste to get baptized and naturalized.

This convention, by the mediation of England, Russia, and Holland, settled the terms of the peace between Austria and Turkey, which was signed definitively, on the 4th of August, 1791, at Sistova; it at the same time provided for the pacification of the Netherlands. Urged by England and Prussia, Catharine II. also made peace with the Porte at Jassy, on the 29th of December, 1791.

A large number of special and technical schools were founded, as well as two universities, one at Jassy and one at Bucarest . After the coup d'état of 1864 universal suffrage was introduced, largely as an attempt to 'swamp' the fractious political parties with the peasant vote; while at the same time a 'senate' was created as a 'moderating assembly' which, composed as it was of members by right and members nominated by the prince, by its very nature increased the influence of the crown.

It would be not without interest to sketch the history of Russia step by step, advancing towards that aim by war and by emissaries, and by diplomatic corruption and corrupted diplomacy, from the time of Mahomet Baltadji, of cursed memory, through all subsequent wars at the treaties of Kutsuk Kaynardje, Balta Liman, Jassy, Bucharest, Ackierman, Adrianople, Unkhiar Iskelessi, down to the treaty as to the Dardanelles and the Bosphorus, and to the treaty of commerce which made two-thirds of Constantinople itself in their daily bread dependent upon Russian wheat, to the amount of thirty-five millions of piastres a year, while Turkish wheat was rotting in the stores of Asia Minor.

"My name is Janaki, and I am a butcher at Jassy. The kavasses have laid their hands upon my apprentice and all my live-stock at the same time, and that is why I have come to Stambul. I shall be utterly beggared if I don't get them back." "Well, Allah aid thee. Let us make haste, for it is already dark."

I remember in my time when Branicki started in his coach to Jassy,148 and after that dishonourable coach streamed a train of Targowica confederates, as the tail follows that comet. The plain people, though they did not meddle in public deliberations, guessed at once that that train was an omen of treason.

After we had occupied Wallachia, I received absolutely reliable information from England, according to which she had telegraphed to King George from Jassy, recommending "her little but courageous people" to his further protection. After the Peace of Bucharest strong pressure was brought to bear on me to effect the abdication of the King and Queen.

Meanwhile the patriotic parties rallied round the ministry at Jassy and formed a Coalition Government. The defence of Rumania now seemed to occupy all the energy Russia could spare from her domestic preoccupations. In January there was a sound strategical effort to divert German attention from the south by a counter-offensive from Riga, and an advance of some four miles was made to Kalnzem.

On 6 and 7 August Mackensen forced the Russo-Rumanian line back from the Putna to the Susitza, taking over 3000 prisoners in three days and also pushing on towards Okna and Marasesti. In three days more the number of prisoners increased to 7000, the key to the defence of the Moldavian mountains was threatened at Adjudul, and the Court prepared to leave Jassy and take refuge in Russian territory.
